In order to contain or eliminate health risks related to the environment, certain measures have been taken both at the global and national levels. The basic document for health promotion activities in Poland is the National Programme for Health adopted by the Council of Ministers in August 1993. It includes the fundamentals of the national health policy. It is based on the principle that each citizen is responsible for his/her personal health with the state obliged to provide conditions for preservation and improvement of health. A strategic objective is to contain the increase and then to lower the frequency of occurrence of health-damaging factors in the environment as well as these diseases which are most important in terms of health and social implications.

In recent twenty years electromagnetic fields stirred up considerable public interest. There are many opinions on their adverse health elfects. The present state of knowledge indicates that health hazard due to human exposure to electromagnetic field in the natural environment is only hypothetical: in the worst case it is slight. So far, there have been no reported incidences of illness caused by the electromagnetic field. Most study results indicate that the electromagnetic field occurring in the natural environment is not a mutagenic factor. Studies on the effects of electromagnetic fields on the living organisms have not been carried out sufficiently long, and further investigation is required.

Compared with other European countries, the health status of Polish population is poor, and what makes matters even worse, it deteriorates in many respects. Compared with 1965, in 1991 the average life span for 15-year and 30-year old males shortened by 3 and 3,1 years, respectively. This should be explained by extremely adverse conditions at work, and also by the life style (alcoholism, nicotinism). The leading causes of death are circulatory diseases, malignant neoplasms and accidents at the work place and outside it. All these causes account for more than 80% of mortality. This kind of health status calls for a radical transformation in the organization of health protection.
