Air pollution reduction in densely populated industrial areas produces the required result at significantly lower cost to potential polluters when combined with market instruments (emissions trading). The authors present a design for such a pollutant emissions trading scheme for urban centres.

Ostatnio wzrasta zainteresowanie optymalizacją kosztów ochrony powietrza atmosferycznego. Wpłynęły na to pozytywne doświadczenia związane z urynkowieniem ochrony środowiska w USA - stworzeniem prawnych mechanizmów, umożliwiających prowadzenie działalności proekologicznej na zasadzie rynkowej. Efektem tego jest koncepcja handlu uprawnieniami do emisji. Artykuł jest omówieniem tej koncepcji.
The Sixth Environment Action Programme accepted by the European Parliament and European Union has outlined long-term objectives for controlling the impact of air pollution on health and ecosystems. Under the Programme the European Commission is obliged to develop seven thematic strategies: Clean Air for Europe; soil protection; sustainable use of pesticides; the marine environment; waste prevention and recycling; sustainable use of natural resources; urban environment. The author deals with the first thematic strategy: air protection.
Location of Cracow in the Vistula River Valley and excessive air pollution enhance the chance of adverse weather conditions and smog incidents. The author discusses the state of preparedness attained by municipal authorities for such an emergency: setting up automatic air pollution monitoring and alert systems, developing criteria for declaring and canceling smog alerts, and implementing control over emission. Implementing regulation to enable controlling and eliminating smog incidents still faces many difficulties as there is no legal basis for empowering voievodes to issue relevant orders.
