One of the most important tools for increasing business performance is to provide a proper level of financial resources, which is important for the continuity of all business establishments. Those factors that determine agricultural financing have specific characteristics. Due to the specifics of rural economies, agricultural enterprises have a low capacity for self-financing, thus they need significant external resources. After EU accession there has been a significant increase of subsidies received by farmers, but the distribution of support is not equal and available for all. Our aim was to analyse agricultural HUF and FX short term loans between the years 1995 and 2013 to find out the relationship between foreign currency and the effects of strengthening of Hungarian forint. We tried to find trends, we created forecasts and analyzed them with two different methods to get aproperview on correlation and chenges in this period. Agriculture, like all sectors of the economy, needs credit loans for its development. In a competitive financial environment, profitable agriculture can obtain the credit loan it needs. Bank lending becomes this economy’s engine.

The technical efficiency was applied as the fundamental measure for production efficiency estimation, which is a prerequisite for total economical efficiency of the firm. In theory, market orientation and agricultural reforms in Ukraine should have led to increase in agricultural efficiency and productivity, and, as a result, to increase in production volumes. However, volumes of agricultural production decreased gradually. Therefore, the market mechanism did not produce the expected results, and that's why there is a question whether the transfer to private property was the result of the market mechanism, which facilitated the exit of inefficient enterprises from the market and development of more efficient agents, or this transition was simply the result of several decrees regarding the need to transfer from state to private property. In order to analyze real changes in the efficiency of Ukrainian agricultural enterprises, it is important to determine the adequacy of existing methods for the assessment of efficiency. In this paper we propose nonparametric approaches to the assessment of efficiency, and we also analyzed the efficiency of agricultural enterprises, located in a certain Ukrainian region; we determined, which factors have a dominating influence on agricultural efficiency and which resources are used in a least efficient way and why.
Ten countries, including Slovakia, will join EU in 2004. Implementation of CAP is an integral part of the EU accession. Adoption of CAP will have a significant impact on the Slovak agriculture and economy. Support of farmers in Slovakia will increase after accession. Also policy instruments used to support agriculture will change. Major part of support will be provided by payments per hectare of agricultural land (SAPS). There will be also increase of prices, of most agricultural products because intervention prices at which EU purchases surplus production, are generally higher in the EU than in Slovakia. EU accession and adoption of CAP will complete a decade of agricultural reforms in Slovakia. These reforms changed the structure of agricultural sector as it had to adjust to market conditions and reduced role of the state regulation.

The present paper analyses the issues of asset supply in Hungarian agricultural enterprises. The results of empirical research carried out into specialized field crop farms have revealed a number of anomalies. By analyzing the indicators which describe asset supply, a substantial capacity surplus and capacity shortage existing paralelly was observed in Hungarian agriculture. Most small farms were seen to use their assets wastefully. If the costs related with machine use are modelled, a close negative correlation between farm size and machine use cost is observed. On the basis of cost structure examination and former conclusions, a clear affirmative answer can be given to the question in the title. Unfortunately, the present farming practice is that farms with capacity shortage procure the required resources in the form of renting services and not by way of other cooperation arrangement solutions.
