The long-term strategic objectives of EU Rural Development Policy in the next (2014-2020) programming period are as follows: competitiveness of agriculture, sustainable management of natural resources and balanced territorial development. In this strategy, agriculture remains to be a key element solution for rural problems. In cooperation with four villages of Nograd County in Hungary, a survey, carried out in the summer of 2012, questioning the local population about their economic and social conditions, the situation of local communities and development ideas, with special focus on the role and potential of agriculture, was conducted. Having analysed the role of agriculture in employment, based on literature and research conducted, it is worth highlighting its significance in solving rural problems and ought to be considered when constructing new rural policy, especially in the following topics: the social functions of traditional agriculture based on local resources, the strengthening of viable farms, the increasing importance of diversification and labor- -intensive products with high added-value.

The long-term strategic objectives of the EU Rural Development Policy in the next (2014-2020) programming period are as follows: the competitiveness of agriculture, the sustainable management of natural resources and the balanced territorial development. In this strategy agriculture remains the key element as solution for lagging rural areas. Summing up our research the social functions of traditional agriculture based on local resources, the strengthening of viable farms, the increasing importance of diversification and the labor-intensive products with high added-value have to be emphasized in the new rural policy. Besides agriculture the improvement of urban-rural connections are essential for lagging rural areas as well, especially in terms of employment, availability of services and allocation of local rural products to urban markets

In the last decades global economic processes and decreasing agricultural employment have caused serious structural problems in a number of rural areas all over the EU and other developed countries as well. The main objective of this paper was to define the possibilities of Leader program 2007-2013 in those impaired micro-regions that suffered most from the decrease of employment in agriculture in Hungary during the period 1990-2003. According to multivariate statistical methods the analysed micro-regions have a strong correlation with spatial ineąualities, and the selected micro-regions lag behind concerning the necessary local resources, especially human resources. We have evaluated the implementation of Local Rural Development Strategies. It is a very current issue in Hungary, since the mid-term review of these strategies is underway right now. We have drawn conclusion that this initiative has already a significant contribution to the redressing of local problems, but some changes are necessary to be carried out to completely reach its goals and generate even more positive development.
