Poland's joining the European Union is faced with a lot of difficulties. The biggest is created by the Polish agriculture whose picture departs from the agriculture in the Union's countries. It is much size-reduced, needs more workers, is less equipped, reaches lower production level and much lower productivity. On the other hand, however, it is characterized by lower production costs and more natural methods thereof. Additional difficulties result from enormous regional differentiation originated in Poland's loss of independence and regional desintegration in the 19th century. It necessitates introducing different agricultural policies towards these different regions. Polish agriculture is much less subsidized than in the Union's countries. It is a matter of discussion, if the subsidies will be extended after Poland's accesion. Earlier, prior to the accesion, it would be absolutely necessary for the Union to start the so-called pre-accesion funds in order to supplement and renovate production assets, to modernize technology and farms as well as to improve their productivity and profitability. Most Polish farmers represent the opinion that integration with the European Union will bring negative results for them.
Since 1992 three phases of confidence indicators were observed in Polish agriculture: - the first, slow improvement of the confidence, since 1992 till autumn 1996; - the second, deep worsening of confidence, since autumn 1996 till winter 1999; - the third, the probably new phase of the improvement of confidence, since winter 1999. The bad economic situation is universal in all regions of the country, although it is better in the western and worse in the south-eastern regions. Majority of Polish farmers express the negative (40-60%) opinion on the integration with European Union. More positive view may be met in western region, especially by younger and better educated farmers.
