The thesis presents comparative analysis of two methods of trees valuation. The first one is the current administrative system used to determine the level of fees and penalties charged for trees removal. Detailed description of this method for calculating the fees and penalties is included in the Regulation of the Minister of Environment dated October 13, 2004. Administrative fees do not take into account significant factors affecting the assessment of the value of trees. The second method, developed by the Institute of Spatial Planning and Housing (IGPiM) in collaboration with the University of Life Sciences (SGGW), defines the trees replacement value as based on the series of evaluation elements applied widely in the methods used globally. This second method allows for a more realistic assessment of the value of trees, as it takes into account costs of tree production in the nursery and factors relating to older tree’s condition and its location.
The work concerns the identification of biologically active areas and the existing vegetation in the selected area of Praga, and forms an analysis of the results of two programmes: “Inventory of street greenery in the area of the Praga Północ district” prepared at the request of the Environmental Protection Bureau of the Capital City of Warsaw in 2011, and the research topic conducted by the Institute of Spatial Planning and Housing entitled “Evaluation of the functioning of trees and shrubs under the influence of technical infrastructure of the city” prepared in 2012. Information about the street greenery was expanded by the greenery areas of estate interiors of old and new buildings, as well as the greenery accompanying the public utility buildings. The selected area of monitoring is situated within the boundaries designated by Targowa Street, Zieleniecka Street, Zamojskiego Street, Jagiellońska Street and Solidarności Avenue. The area of monitoring (27 hectares) includes a number of diverse areas and elements characteristic of urban areas, strongly urbanised, which are constantly changing.
On the basis of analysing the results of European research defining the directions of increasing the efficiency of actions and minimising the barriers for development of urban greenery and previous own research, a programme of further research conducted by the Institute of Spatial Planning and Housing was developed. The purpose of this research is to implement a new approach of urban policy, taking account of the “green infrastructure” as the Europe’s natural capital. The basis for the development of this programme were ongoing studies of the Institute of Spatial Planning and Housing carried out, among others, on a highly urbanised area of Praga-Północ (district of Warsaw), which was covered by the monitoring of condition and value of the vegetation, especially of street trees, the assessment of possibilities and barriers for further development and the evaluation of the range of ecosystem services generated by urban trees. The importance of this information was stressed to improve the management of the resources of green infrastructure in the cities and carry out environmental education of the population. The results of these studies will be used to produce a model of managing the resources of urban trees in the context of sustainable development, with particular regard to the priorities of urban environmental policy of the EU and the directions of increasing the efficiency of ecosystem services in the cities, with the broad participation of the local population.
