The article presents the results of a questionnaire carried out among sub-Warsaw commune heads and main designers of land management plans concerning uncontrolled suburbanisation of the areas of these communes. The questionnaire has revealed significant difficulties in understanding by the local authorities of such directional planning values as 'spatial order', 'sustainable development' and other principles of planning, which sheds a light on the crisis of long-term (strategic) approach to land development in the communes. The assessments and opinions expressed in the questionnaire also prove there are multiple difficulties and limitations which the design teams encounter in their work on development of studies and plans of land management.
