Using the 3D computer scanning method in the environmental impact assessment

This article presents the possibilities of using computer scanning to design a location for a sewage treatment plan taking into account its impact on the landscape. The activities undertaken could constitute a part of the proceedings carried out in performing environmental impact assessments. Completion of the goal requires literary studies and the analysis of interdisciplinary studies, including planning, land and academic research. The research has been divided into several parts, of which the first one concerns, among other things, the analysis of the value of the natural environment in a given area and analysis of the planning documents in place. The land research consists of scanning the area for the sewage treatment plant using the 3D method. The collected data will constitute the basis for the possibility of using computer scanning to visualise the development in an area of high landscape value.

Numerous legal defects and a lack of economic instruments make it difficult to implement spatial policy at all levels of management. The most acute shortcomings include the following: - Land Development Conditions Decisions (Planning Permits) which practically disintegrate space, - Frequent lack of the compliance between Local Physical Plans and the Municipality's spatial policy formulated in the Study of Spatial Development Conditions and Directions, - lack of balancing land needs with the expenditures allocated for transportation and technical infrastructure.

The paper discusses land property management within the areas of three metropolitan cities of Poland (Kraków, Poznań and Szczecin) in 2001-2008, utilization of urban space and changes in functional and spatial structure of land use. The goal of the paper was to discuss the condition and directions of changes in municipal land properties, the structure of their distribution, and management of municipal land stock in order to secure it for public investment projects and for social, transport and technical infrastructure projects, as well as possibilities of preparing land for metropolitan projects, as well as land offers for those investors whom the municipality wants to attract. Also, the main problems which impede the implementation of spatial policies in communes are shown here.

Nasilające się procesy urbanizacyjne w strefach podmiejskich dużych polskich miast możliwe są dzięki liberalnym politykom przestrzennym prowadzonym przez sąsiednie gminy wiejskie i miejsko-wiejskie. Rozwój przestrzenny jest ściśle powiązany z wieloma innymi systemami, w tym między innymi z gospodarką ściekową. Planowanemu rozwojowi przestrzennemu powinien towarzyszyć rozwój systemów gospodarki ściekowej, tak aby odpowiadał on na realne obecne i przyszłe potrzeby mieszkańców. W niniejszej pracy skonfrontowano dwa scenariusze rozwoju gminy Żórawina. Szacowane zmiany liczby mieszkańców, wynikające z tendencji demograficznych oraz polityki przestrzennej porównano z inwestycjami związanymi z realizacją Krajowego Programu Oczyszczania Ścieków Komunalnych. Przeprowadzone analizy pozwoliły stwierdzić, że rozbudowa oczyszczalni ścieków znacząco przewyższa potrzeby gospodarstw domowych w chwili obecnej oraz przy założeniu stałego przyrostu liczby mieszkańców gminy. Działania te nie są przy tym wystarczające przy założeniu realizacji polityki przestrzennej. Stwierdzono również brak koordynacji polityk rozwojowych w tych zakresach.
