This paper aims to consider the methodological features of elaborating and implementing bioeconomy development strategy in a region. The basis for discussion is a critical literature review. Nowadays the international community pays much attention to the sustainable spatial development. In our opinion one of the effective factors of sustainable spatial development is a bioeconomy. The mission of a bioeconomy as effective condition for sustainable development is a process of survival and reproduction of the gene pool of population, activation of the role of each individual person in a society, ensuring their rights and freedoms, saving the environment, creating conditions for the restoration of the biosphere and its local ecosystems, orientation on the reduction of the human impacts on environment and harmonization of man development in nature. We emphasize that the system and network planning methodology, which is in the base of the project management theory, must be used for elaborating and implementing bioeconomy development strategy in a region. Thus, the concept of project management exactly conforms to the complexity and dynamicity of the processes of bioeconomy development in a region. The methodology expects the activity of economic entities as to the spatial concretization and implementing of the strategy of balanced socio-economic and Eco Safety development of a region. To our mind, it is necessary consistently and purposefully to realize the innovations in the bioeconomy. We pay attention to the Eco Safety Innovations.
The purpose of the article is to compare the use of aid funds from operations: Investments in agricultural holdings, Farms adaptation to the EU standards and Modernization of agricultural holdings in Poland analyzed of regions perspective (Polish voivodeships). It was found that the activity of farmers in obtaining EU funds in order to support investments is highly diversified in terms of the region. The tendency of farmers to raise funds for investments is related to the local conditions, the level of production, agricultural practices, area structure, as well as the level of technical and social infrastructure in different regions. On the basis of the obtained data, it must be considered that there is a continuing need to support investment in agriculture under the Common Agricultural Policy (CAP), but it should be devoted to the regional context.
The subject of the work is to discuss the regional aspects in the work of the Institute of Soil Science and Plant Cultivation - State Research Institute in Puławy (henceforth referred to as ISSPC-SRI). All spheres of the Institute’s activity have been taken into account during the analysis. The basic sources of information were research plans, reports and publications whose authors were ISSPC-SRI employees. According to the analysis, regional aspects are reflected in ISSPC-SRI research conducted as part of statutory activities, long-term program and various types of projects. Regional aspects are conspicuous both in the diagnosis of the current condition and in forecasting changes in agriculture. They enrich, broaden and objectify assessments. They are also the premises for improving systems of agricultural advisory and strategic planning.
The paper describes an analysis of present problems of wetland protection in Poland. Quantitative and qualitative data on country wetlands has been shown in a synthetic form. Threats to wetlands have been grouped and characterised considering their global, regional and economic aspects. Present status of wetlands in Poland has been described in view of the EU directives and international conventions ratified by Poland. The importance of agricultural and forestry programmes of EU has been exposed underlining the need of their mutual synchronisation. Desired actions to protect and restore wetlands have been listed.
