Delivery and breeding of experimental animals requires legal permission. Animals that are subject to actual or intended experiments must be marked, listed, and maintained in conditions of their individual biological and environmental comfort. Only qualified persons are allowed to be employed in direct maintenance of experimental animals, provided that required supervision is executed personally by appointed professionals. State control of experimental animal maintenance is performed by the Veterinary Inspection Service which cooperates with Commissions of Ethics on Experiments on Animals. Experiments on animals are restricted only to those actions which are definitely supported by the legal system, which imposes limits to the repetition of experiments as well as recurrent use of the same animal to repeat the experimental conditions. Experiments on animals are only allowed to be facilitated by accredited institutions, by holders of personal certificates to conduct experiments, provided that there is effective permission issued by the commission on ethics of experiments on animals. Compulsory reports from accredited institutions are the basis of assessing how legal measures contribute to animal protection in the European Union.
