Both linear and aerial elements of forest recreational management should be equipped with recreational facilities which are called “small architecture”. Small architecture is very diverse and serves many different functions, thus it is very important in recreation space. Recreation facilities have to be safe for potential users and offer comfort and relaxation. These conditions can be fulfilled if the construction of facilities is based on anthropometric features of the users. In this paper, there are presented the results of analyses carried out with regard to adaptating technical parameters of selected forest facilities to potential user anthropometry. The study was conducted in Warsaw municipal forests. The analyses were based on analytical formulas, which give appropriate information about the parameters of perfectly designed facilities. Examination of technical condition of the recreation facilities analyzed was also included in the study.
This article is an attempt to typologically characterize 114 communes, which in their administrative borders contain national parks, in terms of their equipment and availability of gas network communes having national park in their administrative boarders. The analysis has been conducted with the use of two indicators, based on the statistical data of Central Statistical Office, available in LDB (Local Data Bank). Simultanoulsy, the assessment of socio-spatial availability has been based on the measures showing the given indicator in relation to the area or population number. The conducted analysis allowed to identify six types of communes that show the current situation in terms of gas network saturation, which constitutes one of the factors of sustainable development. Situation in terms of occurrence, as well as availability of gas pipelines in the studied communes must be considered as unfavorable. The largest group (55 of 114) is comprised are the communes, where there is no gas pipeline. Communes where the implemented gas pipeline infrastructure supports the population in a very good manner include only 10 of 114.
Jewish community before World War I practiced summer and winter tourism, participating in the activities of Polish tourist and sports associations. Numerous Jewish tourist and touring societies and sports clubs, which sought to develop their own infrastructure for accommodation in mountains or spa and recreational centers were established in the interwar period. The efforts of the Jewish community to obtain accommodations in the mountains were based on their own resources and contributions from their members. Jewish organizations did not express interest in state subsidies for most developed hostels, tourist stations or dormitories for the Jewish community.
The article contains experience in strengthening critical large-cast reinforced concrete monolith structures under heavy-load conditions on the operating construction enterprise. Herewith measures aimed to strengthen reinforced concrete loading ramp retaining wall resulted in the change of operation scheme as flagstone with outline abutment to classic operation scheme of retaining wall with reverse transom. All the main stages of the strengthening process technique are described in detail, in particular starting from the examination stage of the structure mode of deformation, its monitoring during implementation of works, and ending with stage of exploitation of both reinforced concrete technological foundations and retaining wall under operational loadings.
The paper presents the strategic implementation process of West Pomeranian Province development on the basis of an operational program. In the first part of the paper, the author describes the legal and organisational foundations of Polish regional policy during the transition period and the implementation action sequences of development strategies. A program for entrepreneurship and innovation support in the West Pomeranian Province was selected as the implementation measure to be analysed. Its goals, assumptions and selected instruments of implementation have been described. The paper ends with diagnostic and prognostic conclusions about self-governmental regional development.
This article raises the question of transport infrastructure as a principal component of the social and economic system in any region of the world. Development of transport infrastructure leads to the so-called accumulation of effects obtained through various channels, e.g. upgraded communication and transportation technologies, shorter transit time, lower transport costs, improved safety and better long-term economic output in a given community. This paper presents a model valuation of economic and social effects of an investment made into road transport infrastructure based on a case study of the ring road designed to be constructed around Olsztyn. Analysis of the effects was based on the CBA (cost and benefit analysis) methodology, which is for example employed to evaluate the EU co-financed projects. The method presented herein will ensure more precise valuation of effects generated by planned investment projects and will be a tool supporting the decision-making process.
A new act on maintaining the cleanliness and order in communes of 1 July, 2011, will become effective in Poland on 1 January, 2012. The act will come fully into force on 1 July, 2013. According to this act regulations, commune self-governments take over the obligations of the property owners concerning waste management, moreover, they become responsible for construction and maintenance of the infrastructure supporting recycling and waste disposal processes. The self-governments were granted a 1.5 year transition period to implement the act regulations. The introduced changes are an adjustment of Polish regulation to the European law. Only in Poland and Hungary local self-governments have not yet been responsible for management of waste generated in their areas. The article presents an analysis of the basic changes introduced by the act to the Polish system of municipal waste management. Presented are also the estimates of the mass of wastes collected on the territory of Poland with particular regard to the Małopolskie voivodeship. Calculations and forecasts were made on the basis of information collected by the Main Statistical Office (GUS) and commune offices, where systems similar to the one introduced by the act have been operating for several years. The act assumes that all citizens of Poland will be covered by a system of waste collection, but will also have to pay so called "garbage tax", which should translate into increased amount of collected wastes, especially in these communes where wastes collection system was faulty. In Małopolskie only in 30 communes the 100% of inhabitants have signed contracts for garbage disposal. In the communes where the modern municipal waste management system has been operating, the increase in the mass of collected wastes (for the first three years of system operation) ranged between 31% and 94% in relation to the mass collected in the year preceding the introduction of the new system, although over 90% of local inhabitants were covered by the previous system. As results from the analyses, after introducing the new act the amount of wastes collected in the Małopolskie voivodeship may increase from the level of 765,000 Mg (2010) to over 1.1 M Mg (1.4 M Mg according to less optimistic forecasts), assuming that all generated wastes will be collected (the same amount as in 2010). In some of the Małopolskie communes the estimated increase in collected municipal wastes may reach over 500%.
Agritourism is a chance in view of attractive for municipal population, healthy and relatively cheap rest. First of all it constitutes an additional earnings source for agricultural farms as well as development of infrastructure of country region. The development of agritourism is one of the ways to improve countryside areas. It helps local communities to get additional income. The most important aim is also to create new work places and diminish unemployment. It is also a chance for small farms to develop and keep production. The aim of this article is to evaluate the development of the agritourism and its influence on the transformation in agriculture and rural areas in the Bytów district.

Due to the significant role that infrastructure plays in the mobilization and development of rural areas, the aim of this paper was to examine infrastructure in Lower Silesia, South Western Poland. A detailed study was carried out in 2004 and involved 133 communes. General information was obtained from a publicly available database of the Central Statistical Office in Poland. The information gathered on the level of technical, social and economic infrastructure in individual rural communes of Lower Silesia was used to calculate coefficients which, after standardization, were analysed using two statistical methods. First, cluster analysis was used in order to isolate relatively homogeneous groups of communes with regard to the level of their infrastructure. Then points were assigned to the com-munes using a multiple correspondence analysis. Based on the performed analyses, infrastructure in individual communes was assigned point values and commune in-frastructure was evaluated with an additional division into functional regions and individual types of infrastructure. Our results show considerable differences between the examined communes and between the functional regions in Lower Silesia.
Seven major types of sea space use (Nature Protection Measures, Fisheries Ex- ploitation, Geological Exploitation, Recreation, Large Infrastructures, Navigation, Military uses) in the Polish Marine Areas are presented in terms of how much space is used (km2) for each use and the degree of overlap among the different uses. The greatest degree of conflict is noted with regard to Nature Protection (which overlaps with 60% of the areas used for Recreation and Geological Exploitation), and Fisheries Exploitation (which overlaps with 60% of the areas used for Nature Protection, Recreation, Infrastructure and Navigation). On the other hand, Fisheries Exploitation areas are the least disturbed by other users, and its major competitor is Nature Protection, which claims 20% of the areas used by fisheries. A GIS–based map that illustrates the degree of conflict is included, and the authors suggest participatory management as the proper way to minimize conflicts over sea space use and to promote the effective protection of natural resources.
