Kaliningrad Oblast is a Russian exclave lying by the Baltic Sea. In the best interest of Baltic countries, including Poland, is for the Baltic Sea region to be a stable and trustworthy region benefiting from multifaceted international cooperation. In view of the above, the Kaliningrad Oblast of the Russian Federation and its relations with EU states, and especially the closest neighbours have an important role to play. Trading between Poland and Kaliningrad Oblast is developing relatively well, but capital involvement remains well below the potential capacity. The scope of economic cooperation is relatively small. Work on providing security and services to Polish investors in Kaliningrad also remains unsatisfactory.
The objective of deliberations in the article is a diagnosis and exemplification of forms and areas of the desired by economic entities cooperation with local govemments, setting forth conditions for growth of their competitiveness. A particular attention is paid to the possibility of affecting by municipalities, which have at their disposai a wide range of instruments in this respect. The grounds for analysis are data ffom the literature review on these subject matters, results of surveys carried out by various institutions and Statistical material, including the data originating from local govemments’ budgets being an important source of information on the actions analysed. The research findings and budget analysis show that activity of local govemments, directed to shaping the business climate and local entrepreneurship, has increased. This sets up grounds for good forecasts as regards growth of enterprises’ and markets’ competitiveness.
Accommodation processes of agriculture and food economy to requirements of market economy are factors affecting changes in relations between agro-food industry and farmers. They are changing relations concerning spatial connections, quantities of raw material delivered as well as legal forms of cooperations. They are also a moving force behind structural and ownership transformations of agricultural products processing units. The changes should strengthen a vertical integration of food industry, agriculture and trade. They should also eradicate difficulties resulting from different degree of development of individual elements of food economy e.g. to accelerate organizfational and technical development of purchase, storage and processing of agricultural products. In effect the marketing position of individual participant of food economy chain should be strengthened.
Subject and purpose of work: The subject matter of this paper includes selected examples of tools applied in systems analysis and strategic analysis in relation to the influence of their results on the forms of cooperation between business entities. The study is aimed at provoking a deeper thought on the outcomes of the lack of a system-based approach on the effects of cooperation, and consequently at reducing the negative experience arising from the lack of understanding of the conditions affecting the expected results. Materials and methods: This publication is an overview of the issue based on the interpretation and synthesis of the available literature on the subject. Results: The author suggests that the specific conditions, starting from the impact of the broad geopolitical surroundings, the current government policy, legal regulations, culture circles, market development stage or a partner’s place in the production chain, through customs, procedures, processes, intra-organisational standards, affect not only the culture of the organisation itself, but also its reputation and financial result. Conclusions: The influence of the new “virtual” sphere of economic contacts, as a vital element of strategic analysis, was stressed.
