Subject and purpose of work: The subject of this paper is Measure 121 of the 2007-2013 RDP, called Modernisation of agricultural holdings. The objective of the study was to present the diversification of regional absorption of aid funds used under this measure and to assess the correlation between the scale of the use of these funds and the level of labor productivity in agriculture. Materials and methods: On the basis of the GUS data, the regional differentiation of the absorption of aid funds from the analyzed measure and labor productivity in agriculture were assessed. The relation between these categories was determined based on Pearson’s linear correlation index. Results and conclusions: A strong regional diversification of labor productivity in agriculture and the level of utilization of European Union funds directed at modernization of agricultural holdings was observed. There is a relation between the scale of the utilization of funds under Measure 121 of the RDP and the efficiency of labor factor. It can therefore be assumed that the form of support investigated is a significant stimulus for the increase in the level of work efficiency.
The aim of this paper is to present the analysis of spatial diversification in the labour input in agriculture on the basis of these selected indicators: annual work unit (AWU) per 100 ha agricultural acreage; number of people per AWU; and comparison of labour input to EU-15 standards (LI-EU). Agricultural holdings have been categorised by size into three groups: 0–10 ha (small), 10–20 ha (average), and over 20 ha (large). Labour resources were subject to a comparative study of the density rates of AWUs per 100 ha agricultural acreage in Poland and the EU (EU-15). The analysis covered all of Poland with consideration of the administrative division into sixteen voivodeships (tabular analysis) and 314 poviats (townships and country districts together, including regional offi ces of the Agency for Restructuring and Modernisation of Agriculture (ARiMR); cartographic analysis). The results of the Agricultural Census of 2010 were used in the study. It demonstrated a signifi cant spatial diversifi cation in labour input in agriculture in general and in each holding size group. Predominantly, the diff erences are related to historical and political factors. The analysis corroborated agrarian overpopulation in south-east Poland.
The current study presents status and the need for improvement of the land distribution of family agricultural holdings in Poland. The assessment of the distribution of farm lands in the area between 1 and 300 ha has been made according to the 2013 data and provided by the Polish Agency for Restructuring and Modernisation of Agriculture (ARMA). Our analysis included totally app. 750,000 of family agricultural holdings. The evaluation of land consolidation was based on the two regional criteria proposed by the Regional Offices of Geodesy and Agricultural Areas, i.e. the plot size and the number of plots within individual family farms. The family agricultural holdings, that are included to the Polish system of agricultural support, have an average land area of around 16.0 ha, and this refers to around 6 cadastral plots with an average acreage of app. 3.0 ha. The need of land consolidation was estimated to be at the level of app. 7.1 million ha (this corresponds to 69.14% of total agricultural area land in Poland). The problem occurs in the entire country, but the worst situation is in the southern, south-eastern and central Poland. The implementation of the land consolidation and farmland exchange procedures within the Programme RDP (Rural Development Programme) in the period 2007-2013 stood at the level of 13,600 ha annually, thus the area of unfavourable land distribution was not reduced significantly. According to our evaluations the land consolidation should involve at least 50,000 ha annually to improve in real terms the distribution of agricultural plots in Poland.
Over the past few years, diversification and pluriactivity of farmers and farming households has been increasing in EU-27countries. But the type of diversification activity encouraged, as well as their scale, appears to be very different across the EU. Therefore the analysis of spatial diversification of other gainful activity of farm households in EU countries is the main purpose of this paper. 27 UE countries described with 9 variables relating to the non-agricultural activity of farms are the analysed objects. The carried survey helps to show spatial disparities and to discriminate groups of countries with a similar farmers non-agricultural activity. There were used chosen methods of multidimensional comparative analysis which enable clustering the multicriterial objects: Czekanowskis diagram, Wards method, and k-mean algorithm. As a final result there were formed 5 clusters with countries about similar level of farm diversification. It may be stated, that a development of diversification of agricultural holdings is correlated with a spatial arrangement. Neighbouring countries belong to the same clusters of other gainful activity kinds.
