The objective of the paper was to research farmers’ interest in the measures of Polish Rural Development Program 2004-2006 considering its macroregional differentiation. The results show significant regional differentiation in the number of application for PROW measures in four analysed macroregion of Poland. The highest percentage of holding applied for PROW measures in areas already better developed. In particular it concerned the innovative and prospective programs which required more commitment from farmers. The macroregion where the farmers’ interest in structural programs was the lowest was the South-Eastern area of Poland, which among all analysed macroregions is characterised by the worst agricultural potential.
The Rural Development Programme (RDP) for 2007-2013 is the continuation of previous activities (RDP 2004-2006) the objective of which is to develop and improve the quality of life in rural areas. The aim of the article is the evaluation of performance of the Rural Development Programme for 2008-2010 performed in Bielsk County within the ecological agriculture package with respect to agri-environmental programme. The evaluation includes financial and quantitative analysis of programme performance of ecological agriculture. It presents averaged financial transfers to ecological farms of each commune of the Bielsk County. The survey covered the following rural communes of the County: Bielsk Podlański, Brańsk, Wyszki, Rudka, Boćki, Orla. These communes are of typical agricultural nature, with the large ecological potential and the possibility of obtaining the funds from the European Union. The ecological aspect was also significant due to a slight distance of the analyzed farms from the Białowieża Forest.
The article offers a territorial analysis of funds acquired by Polish agricultural holdings in the years 2004-2006 via direct payments and through participation in measures of the Rural Development Programme and the Sectoral Operational Programme ‘Restructuring and Modernisation of the Food Sector and Rural Development’. The analysis was based on the data on subsidies obtained in individual spatial units (voivodeship, poviat) as expressed by two indices: PLN per farm and PLN per hectare of agricultural land. It was found that owing to the structure of payments with a predominance of area payments, those areas were preferred that had a favourable farm-size structure and a high, historically developed level of farming. Such an allocation of the EU subsidies had contributed very little to the levelling out of structural differences in Polish farming.
