In 1991, first the United States, followed by other member states of the Paris Club agreed to convert 10 per cent of the Polish debt into financing jointly agreed projects. The Polish government allocated this portion of debt to environmental protection (debt for nature swap). In April 1992 the Ecofund Foundation was established to take up efficiently manage means received under the debt for nature swap scheme. In the interview, the chairman of the management board gives account of implementation of the projects in 1993, co-financed by EcoFund.

Almost all poor nations owe to rich countries. It suppresses their economies and the need to pay at least interests on credits often leads to the predatory exploitation of natural resources of indebted countries. Under such circumstances the swap of part of the debt to environmental projects is beneficial to the indebted country (no need to repay abroad), creditor’s country (transfer of its technologies), as well as to local and worldwide communities. Professor Maciej Nowicki presents the possibilities of debt-for-environment swap in poor countries.

The European Commission has decided that member countries should decrease CO₂ emissions by 20%, reduce energy consumption by 20% and increase the share of renewable energy in the energy balance to 20% (3 x 20 rule). Achieving these goals in Poland requires considerable investment efforts, task coordination and the establishment of a relevant program, with a considerable share of EU funding, covering many sectors and involving the whole public. Professor Nowicki discusses technical feasibility of the implementation of the tasks, presents examples of sectors in which the best results can be achieved.

Poland has a highly developed environmental funds system supporting the most significant projects related to environmental protection, nature conservation and environmental education. These activities are financed from environmental charges and pollution fines. EKOFUNDUSZ is a unique fund not only in Poland, but also worldwide. It manages resources from the debt-for-environment swap. The origin of EKOFUNDUSZ, its history, operating methods and achievements are presented by the President of the Management Board.

EcoFundusz manages financial resources from conversion of the Polish debt for environmental protection which funds projects and investments related to the climatic, atmosphere and protection, the Baltic Sea conservation and waste management and biodiversity preservation. Talking about the issues, the EcoFundusz President concentrates on many projects, e. g. on EcoFundusz contribution to low emissions programs implemented in Kraków to improve air quality. EcoFundusz has an amount of PLN 160 mln at its disposal. The organisation employs highly qualified 30 specialists who not only assess the submitted projects but also initiate many investments. They also try to maximize benefits by cross-linking related projects.
