Each of Finland’s twelve provinces implements environmental tasks by selecting methods of municipal waste disposal on its own. Hazardous waste disposal is organized on the national level. The principle that the waste producer pays for waste disposal is in force, and tipping fees are so high that they do encourage disposal methods other than waste dumping. General principles of handling waste are binding on all provinces, as are very stringent requirements for industry. Manufacturers of packaging already in the production process are obliged to plan methods of waste recycling or disposal. The article reviews waste disposal practices in various Finnish regions.
