Preventive and conservation measures adopted so far have been no match for increasing threats to the natural environment of the Baltic Sea. They regard both the actions undertaken by individual Baltic states and joint actions resulting from regional conventions and bilateral treaties. This situation should change as a result of implementing a project of ecological reconstruction of the Baltic Sea, adopted at the conference of the Baltic states at Ronneby in 1990.

There are around 145 million people who live in the basin of the Baltic Sea, including those living in 60 urban and industrial centers. The Baltic Sea is fed by some 200 rivers, of which oneeighth are "sewage rivers" (including the Vistula and Odra Rivers). Costly measures are required to abate pollution. The author presents types of sea pollutants as well as a detailed characteristics of the Baltic where these pollutants occur. He also widely discusses weapons dumped after the World War II (ammunition, mines, wrecks loaded with explosives, chemicals and fuel), particularly hazardous to the marine environment.

The Baltic Sea is connected with the ocean only via the Danish straits. Consequently the exchange of water with the North Sea is weak and slow, and the oxygen content is very low. The situation is made worse by pollutant influx, mainly from rivers in East and Central Europe. It is because of this that intensive international actions are being undertaken to prevent further degradation of the Baltic. These actions have led to cutting sewage and waste discharge into the Baltic by one third since 1992. The article presents institutions and programs for protection of the Baltic and special measures.
