Objective of the study: One of the main European Union's assumptions regarding financing regional development is to support the so-called smart specializations. The smart specialization strategies are to be the basis for the implementation of the "Europe 2020" strategy (EU 2020) on the regional and national level in the new financial perspective 2014-2020. The necessity for its development results from the regulations package of European Parliament and the Council laying down the rules regarding European Structural Funds, adopted on 17th December 2013. The objective of the study is to revise to what extent the European Union's requirements relating to the regions preparation for the new financial perspective have been realized by the Polish regional self-governments and to what extent the adopted smart specializations result from the stakeholders' conviction on the possibilities of individual regions and the benefits that the made choice will bring and to what extent from current trends (fashion). Material and study methods: The medium-term strategy documents (development strategies for the years 2014-2020 or equivalent documents) prepared by provincial self-governments in relation to the new union's programming period for the years 2014-2020 and legal acts and the European Union's strategic documents regarding the same period constituted the primary study material. Due to this type of material the documents' direct and comparative analysis was the basic study method. Results and conclusions: The research revealed formal realization of European Union's requirements for Polish provinces development strategies preparation for the 2014-2020 period based on smart specializations. Although all the provinces have already begun the work on specialization's areas identification, including smart specializations, in a part of the regions the available works' results are not fully justified in the prepared strategies and analyzes. Itis significant that the majority of drawn up documents does not determine its specializations by the possibilities of cooperation with neighboring regions -notable exceptions are: Regional Innovation Strategy of Lubelskie Province to 2020, which was presented at a joint meeting of the Lubelskie and Świętokrzyskie provinces' boards and the Strategy for the Southern Poland's development. Since there is still time greater smart specializations correlation of the regions with its neighbors would be recommended, particularly in the statistical analysis context carried out by the Eurostat, which divides Poland into six regions, not sixteen.
Regions became the economic subjects which are competing in the globalized economic area. There are different factors determing the competitiveness of regions at the different stages of its development. There are 3 main development stages of a region by the classification of World Economic Forum - factor-driven stage, efficiency-driven stage and innovation-driven stage. The lower is the development stage of the region, the more competitiveness depends on the amount of production factors. In addition, the leading role at the highest stages of economic development is played by innovations.
The aim of this study was to assess the effect of irrigation on the content and yield of starch in several potato cultivars grown in different regions of Poland. Field experiments were conducted over the period 2009-2011 in Experimental Stations belonging to the Research Centre for Cultivar Testing in Słupia Wielka. Three factors were analysed: cultivation technology: (a) with irrigation and (b) without irrigation – as the control treatment; potato cultivars (Bellarosa, Cyprian, Owacja and Vineta) and three locations (Masłowice, Szczecin Dąbie, Węgrzce). The study was conducted with the randomized split-plot design with three replications. Permanent fertilization applied in the experiment amounted to: 100 kg N, 43.6 kg P and 124.5 kg K·haˉ¹. Cultivation and plant protection measures were performed in accordance with the principles of good agricultural practice. Irrigation was used when moisture content in the soil layer (0-30 cm) fell below 70% of the field water capacity. Tuber harvest was performed during their full physiological maturity. Tuber yield and the content and yield of starch were determined during harvest. Obtained results were subjected to analysis of variance (ANOVA). Significant effect of the studied factors on starch content and yield was proved. For starch yield, interaction between experimental location and cultivars, technology and irrigation and location, and the years of study and cultivars also appeared to be significant.
Background. The use of pesticide leads to the increase in quantity and quality of yields, but may also result in presence of toxic contaminants in food products. Objective. The aim of this study was to evaluate presence of pesticide residues in raw agricultural products from the south-eastern region of Poland, to verify their compliance with the maximum residue levels’ (MRLs) as specified in the EU regulations concerning products present in the market, and to assess the acute risk related to consumption of these products. Material and Methods. Samples of raw agricultural products were obtained from production farms as a part of an official premarket monitoring of pesticide residues conducted on behalf of the Ministry of Agriculture and Rural Development, implemented in cooperation with the regional Inspectorates of Plant Health and Seed Inspection. The scheduled tests covered determination of 243 chemicals included in residue definitions for purposes of pesticide residues monitoring in or on food of plant origin (229 pesticides). Results. In 2015, a total of 328 samples of raw commodities collected from the south-eastern region of Poland were analysed for the presence of pesticide residues. Pesticide residues were detected in 84 samples (25.6%), while in 7 samples (2.1%) they exceeded MRLs. Violations of MRLs concerned 2 samples of Peking Cabbage, 3 samples of dill, 1 sample of raspberry and 1 sample of spinach. The pesticide residues were most often found in: fruit (38.3% of all fruit samples), herbs (35.3%) and vegetables (20.0%). The assessed acute exposure did not exceed the 100% acute reference dose (ARfD) in any sample. Conclusions. Monitoring of pesticide residues in the agricultural crops prevents penetration of products with MRLs exceeded or containing unacceptable pesticide residues into the market, thus protecting consumers’ health.
Our work concerns of the determinants that affect the management of municipal waste in sustainable regional development in Poland by analyzing the adequacy of income covering the costs of the new legal environmental waste management systems. We also present the results of research on the impact on local residents and the environment of the largest landfill in Europe, demonstrating a small influence on the life and health of local residents. This impact was much more correlated with smoking. We analyzed the choice of method for calculating charges for waste disposal and discuss the consequences of the introduction of the different options.
W pracy przedstawiono, że obecne funkcjonowanie regionów wobec nowych wyzwań Unii Europejskiej wymaga nowego spojrzenia na ich zarządzanie. Stopniowe wyludnianie się miast spowodowane niżem demograficznym oraz dynamiczne procesy migracyjne Ludności doprowadzają nawet do upadłości miast (przypadek Detroit USA). Zatem zarządzający regionami powinni poszukiwać, tak jak menedżerowie przedsiębiorstw w biznesie skutecznych i efektywnych mechanizmów poprawy konkurencyjności owych regionów budując ich istotną przewagę na tle innych regionów. Według autorów artykułu można to zrealizować poprzez budowę modelu zarządzania regionem opartym na koncepcji zarządzania wartością regionu.
Building a competitive region is a long-lasting and highly complex process. The achieved level of competitive advantage is significantly determined by a precise diagnosis of the region's initial state and by the adopted direction of changes. This publication aims to demonstrate that application of the strategic reflection method (or, more precisely, of its third stage) allows to effectively realize such a diagnosis. By using it, it is possible to obtain the picture of the region's current level of competitive advantage (as well as its prognosis), not only in the absolute categories, but also in the relative categories describing the varied value of the region for different groups wanting to use it. Besides the methodology of proceeding, a practical example is provided to demonstrate the technical aspects of the method's application, and, through the interpretation of obtained results, their value for the assessment of the region's competitive advantage.
The objective of the study is to analyze regions’ potential investment attractiveness and its influence on the location of enterprises. The analysis was based on a secondary study carried out regionally in 2012 for the year 2010. Spearman’s rank correlation coefficient was applied in the study regarding the connection between potential investment attractiveness and enterprises’ location, measured by the number of located entities per 10 thousands residents. Correlated variables confirmed the existence of a positive connection between the variables hypothesis.

This article is targeted at describing the issue of the renewable energy, its role in today's society and economy and the impact on economic activity on a regional level. RES investments in recent years have shown significant growth dynamics. Due to the nature and characteristics of RES investments, they play a particularly meaningful role at the local level. In particular, features such as local nature and modularity stress the benefits at regional level, rather than at the global one. The author, in addition to the presentation of statistical data in the field of RES investments, shall also attempt to assess the conditions and benefits of the development of RES.
This paper presents the results of measurements of natural radioactivity of K-40, Ra-226 and Th-232 in building material as well as radon concentrations and dose rates in houses and outdoors. The mean absorbed rate in air outdoors from natural gamma radiation was found to be 40.2 nGyh'1. Doses inside houses made from particular materials were (nGyh '): brick - 102, prefabricate - 89, wood - 88. The mean equivalent concentration of radon indoors was 12 Bqm-3. The calculated annual effective dose equivalent per one statistical inhabitant of "Poland Green Lungs" is 1.61 mSv/year. The doses absorbed by the population in the northeastern region of Poland from natural sources of ionizing radiation are lower than the population-weighted world averages.
Special economic areas: special-purpose regions are established not only by developing and transitive economies, but by developed countries as well, because their main goal is to help restructuring problematic regions and start the process of their economic development. The success of the economic reforms and creating of special, so called "open", economic areas, has moved China towards the economic level of developed countries. The article analyses the forms, results and influences of these open economic areas on the development of the regions. It also suggests the possibilities of the implementation of some types of the open economic areas, that have been successful in China, also in some regions in Slovakia.
