The paper presents the analysis of the pre-requisites, conditions and assumptions of the concept of smart specialization as both economic concept of knowledge based growth and real policy tool for the EU regions to the year 2020. It also makes a diagnose of Mazovia province with regard to smart specialization capacities and attempts to find out if the Cluster of Innovations in Agribusiness created for development of Mazovia’s agribuisness sector based of innovations answers to the challenges of smart-specialization.
