Subject and purpose of work: The subject of this analysis and evaluation is the use of renewable energy sources in Poland, particularly in the Lubelskie Voivodeship, as a peripheral region. The purpose of this paper is to identify the role and evaluate the scale and effects of using renewable energy sources (RES), as well as the availability and absorption of financial resources for RES promotion. Materials and methods: The data were obtained from the Office of the Ruda-Huta Commune, the Regional Operational Programme Department of the Marshal Office of the Lubelskie Voivodeship in Lublin and the Department of European Funds of the Ministry of Energy, as well as Statistics Poland (GUS) and the literature on the subject. Results: In Poland the proportion of energy from renewable sources to the total primary energy generated increased in 2012-2018 from 11.73% to 14.46%. A new phenomenon, which has been highly significant for the development of this sector, is the use of innovative, small-scale technologies of energy generation from renewable sources, which created the foundations for the growth of a citizens’ energy sector, based on the initiative of the citizens and their communities. The use of RES contributes to reduced expenditures on the purchase of energy carriers and constitutes an effective method of implementing plans for developing a low-carbon economy and reducing low-stack emissions. Conclusions: The continuing disparities between the regions point to the need for active structural intervention to maintain economic, social and territorial cohesion, particularly in areas which are considered peripheral and have a very low GDP per capita. One of the preferred directions should be to support the use of RES.

In this essay based on the example of the Institute of Soil Science and Plant Cultivation – State Research Institute in Puławy it has been shown that agricultural science constitutes a significant support for the development of the bioeconomy. The results of research are being introduced into practice through the consultative and advisory services. The Institute operates under the Ministry of Agriculture and Rural Development. It carries out research dedicated to agricultural environmental planning and plant production technology. The main directions of the research are convergent with the strategic areas of bioeconomy. However, it is vital to improve the effectiveness of the transfer of the results of the agricultural research into practice realizing the idea of the development of bioeconomy. What is also important, is undertaking new research determined by the needs of bioeconomy, simultaneously increasing the innovative and competitive aspects of agri-food sector in Poland.
The aim of the study was an evaluation of spatial diversification of the production potential of agriculture in Poland. Land resources, labour and capital, as well as effectiveness of their use, have been analysed in 16 voivodeships in Poland. The study is based on data obtained from Central Statistical Office from 2012. Research shows that among the regions with the greatest resources of agricultural land there are the following voivodeships: Mazowieckie, Wielkopolskie and Lubelskie. The highest labourr esources per 100 ha of the agricultural land were identified in the voivodeship of Malopolskie, Podkarpackie and Świetokrzyskie. Studies have shown that regions with a high level of development were accompanied by higher productivity of production f actors in agriculture, while in the less developed voivodeships where there are structural problems in the sector concerned, land and labor productivity is usually lower. The lowest effective use of its potential production, especially with reference to labour factor, was therefore noted in such regions as Podkarpackie, Malopolskie, Świetokrzyskie and Lubelskie. Moreover, the existence of differences in the productive potential of the regions surveyed should be emphasised. The greatest variation was related to labour and land productivity, the smallest was noted in case of capital factor.
A vailability and heterogeneity of resources have a strong influence on community biomass and diversity, which provided a valuable opportunity to evaluate the responses of vegetation on fertilization, to test whether fertilisation can accelerate vegetation restoration in infertile lands. In loess hilly region of China, most newly abandoned infertile lands often undergo heavy soil erosion. It is urgent to promote the restoration of these types of lands. As availability and heterogeneity of soil nutrients have a strong influence on plant community, we conducted a fertilisation experiment with three-factor treatments, to test whether fertilisation can promote the biomass and species richness of an Artemisia scoparia-dominated old field community. The three factors were: spatial patterns (homogeneity and heterogeneity), levels (low, medium and high), and scales (three levels with small, intermediate, and large patches) of fertiliser application. Aboveand below-ground biomass and species richness were recorded. The responses of the plant community to the three factors were evaluated and compared with those of the control (no fertilisation). The results show that: (1) The application of fertiliser in either homogeneous or heterogeneous pattern significantly increased the above-ground and below-ground biomass of the plant community as compared with the control. (2) In heterogeneous conditions, the above-ground biomass in nutrient-rich patches was significantly greater than the expected value of 50%. Under intermediate and large scales of the low level and all scales of the medium and high levels, the proportion of 0–15 cm below-ground biomass was also significantly greater than 50%. (3) Both homogeneous and heterogeneous fertilisation greatly increased community richness as compared to the control. Fertilisation, particularly heterogeneous fertilisation, can effectively increase community biomass and diversity. Under patchy habitat, it seems that the responses of vegetation to heterogeneous fertilisation are related to the patches scale and the contrast among patches, nutrient usage efficiency, edge effects on plant and soil, and plant competition are responsible for the responses. The results also suggest that heterogeneous fertilisation should be applied widely in infertile old fields to accelerate secondary succession.
Subject and purpose of work: The purpose of the study is to evaluate the utilisation of resources necessary for agricultural production as well as their protection in farms conducting ecological production. The deliberations undertaken in this paper focus on certified farms due to their specificity and character of their production, which is compatible with the principles of sustainable development. Materials and methods: The article uses the results of research from twenty ecological farms in the Chełm-Zamość subregion of Lublin Voivodeship. The deciding factor in selecting this region was the prominent role of agricultural production in this region when compared to the other ones in the voivodeship. Results: The research results have shown that there is a lack of correlation between actions taken by producers and caring for the natural environment. Farmers displayed little awareness with regard to the use of environmental resources and assets in agricultural production. Conclusions: Running a farm aimed at ecological production is connected with the implementation of solutions that have not found application in traditional agricultural production, with obtaining a certificate and the need for training and further study. This does not, however, translate into the introduction of pro-ecological solutions in agricultural production or the farm itself. A significant share of the investigated producers did not report the need for introducing such solutions. It indicates the need for continuous broadening of knowledge and creating ecological.
W artykule odniesiono się do wybranych zagadnień dotyczących ochrony własności intelektualnej podczas wykorzystania roślinnych zasobów genowych w hodowli roślin i biotechnologii. Problematyka ochrony własności intelektualnej w obszarach zachowania i wykorzystania zasobów genowych w kontekście ochrony bioróżnorodności jest szeroko dyskutowana. Na poziomie międzynarodowym, zagadnienia ochrony prawnej są regulowane m.in. w Konwencji o Bioróżnorodności (CBD) i Międzynarodowym Traktacie ds. Zasobów Genetycznych dla Wyżywienia i Rolnictwa (IT PGRFA). Z uwagi na fakt, że odmiany roślin uprawnych stanowią swoisty typ wynalazków, do ich ochrony prawnej stosuje się unikatowy system własności intelektualnej przedstawiony w Konwencji UPOV (Międzynarodowy Związek ds. Ochrony Nowych Odmian Roślin). Zgodnie z tym międzynarodowym instrumentem prawnym, hodowcom odmian roślin, przyznawane jest wyłącznie prawo do odmian. Nowe odkrycia w obszarze biotechnologii są chronione przez patenty, podobnie jak w przypadku wynalazków przemysłowych. W artykule przedstawiono też wybrane aspekty koegzystencji pomiędzy ochroną prawną w wymienionych obszarach i wynikającym stąd implikacjami komercyjnymi.
