Selected aspects of agricultural extension services in Poland

The aim of this article is to present selected aspects of agricultural advisory services in Poland as one of the most important cells of knowledge transfer influencing the development of agriculture and rural areas. Based on the analysis of the available literature and existing legislative acts an attempt was made to discuss the changes that had occurred both in terms of the organization of agricultural extension in Poland, as well as in the substantive content dealt with by advisory services. Based on secondary sources the noticeable tendency of changes in the agricultural counselling system in Poland have also been defined. In this paper special attention has been paid to the need of creating such an agricultural extension system in which all the institutions and organizations forming it would have conditions to develop effective forms of cooperation aimed at the development of rural areas. Since agricultural extension centres are not able to perform all the tasks imposed on them there appears a chance for the new entities, e.g. private consulting firms.

The paper introduces an illustrative model, the ‘house model’, which contains a number of key elements for constructing and sustaining people’s participation in forest management. The model is used as a tool for analysing four donor supported forestry projects in Tanzania, Mozambique, Laos and Vietnam. The study shows that the two core elements for sustaining participation in forest management, regardless of land tenure or forest management model, are: (a) attitude: local people in the specific context see themselves as responsible for the local resources and; (b) access: local people gain secured access to information and benefits from the resources.

Importance of extension ervices in the realization of agricultural and environmental undertakings in Podkarpacie region is assessed. Results obtained from the study indicate that farmers in Podkarpacie are actively searching funds for and participating in agricultural and environmental programmes. Agricultural and environment advisors play important role in that process, mainly by organizing training workshops, as well as by preparing respective applications and agricultural and environmental plans.
