Organizational and task-oriented aspects of local government units

The study aims at showing the organizational and task-oriented aspects of competency in local government units. Within the theoretical part the authors deal with issues related to the organization of promotional activities and the impact of marketing communication on local development. In the research part the results of the analysis of organizational rules of county authorities and municipal authorities with county rights of the Lodz region were presented, displaying some practical ways to organize promotional activities. Common types of organizational units appointed in order to conduct promotions, their place in the structure of offices and the scope of their assigned competence were investigated. Among the units covered by the study there were in particular those responsible for marketing communication. Units of local government assign promotional competencies to organizational units resulting from the regulations of the law or the specifics of marketing communications. For all those activities that are not mandatory, significant differences which stem from having more discretionary powers of local governments can be observed, as well as the possibility of impact related to the level of development of a given unit. These possibilities are related to the type of unit (rural district, a town with a county status) population size and the level of income per capita. Only such units that achieve a high level of development can use a relatively broad and versatile range of tasks and promotional competencies.

Disparities assessment in the development of selected elements of technical infrastructure of the districts in mazowieckie voivodeship

Subject and purpose of work: The subject of the work was the issue related to development of technical infrastructure. The aim of the work was to identify the differences in the scope of development of the selected elements of technical infrastructure at the level of poviats of the Masovian voivodeship. Materials and methods: To create the ranking of poviats multi-dimensional statistical methods were used. Three research methods were used, that is: Czekanowski’s diagram, Hellwig’s measurement and k-mean method. Data which served for the analysis were obtained from Local Database for the year 2012. Results: It was noted that within the Masovian voivodeship areas characterized with higher level of infrastructure development occur, which are above all the poviats located in the central part of the voivodeship, mainly around the largest cities of the voivodeship. Areas with weak infrastructural investments are above all poviats located in the southern area of the region, typically agricultural ones. Conclusions: Basic conclusion which stems from the work indicates that availability of drainage infrastructure is not sufficient in all the poviats of the Masovian voivodeship. It was noted that a justification of this state of affairs is the specificity of their location.

Mapy powiatów stanowią jeden z rodzajów popularnych wydawnictw karto­graficznych. Są one powszechnie dostępne, przeznaczone przeważnie dla turystów; skala mieści się zwykle w przedziale 1:50 000-1:120 000. Ponieważ są to opracowania niestan- daryzowane, uwagi i poglądy użytkowników mogą być przydatną wskazówką przy reda­gowaniu mapy. Sposobem poznania ich opinii są badania ankietowe. Kwestionariusz obej­mował zagadnienia dotyczące ogólnych cech mapy, warunków korzystania, skali, zakresu treści, kartonów, części opisowej z dodatkowymi składnikami oraz kompozycji. Artykuł przedstawia opinie respondentów (na przykład za najważniejszą uznano tematykę komuni- kacyjno-turystyczną) z podsumowaniem ilościowym.

The article is an attempt to diagnose the level of heavy agricultural equipment in Nowosądeckie Subregion. On the basis of chosen diagnostic variables, normalised by zero unitarization method, ranking of districts of the subregion has been constructed. The results show significant differentiation within the area being investigated as well as lower level of its farm equipment in comparison with the other districts of Małopolskie Voivodeship.
