Accession of 10 east European countries to the European Union on 1 May 2004 raised a hot debate about the future of fruit production both in France and Poland. This has revealed a disorganization of fruit production on both west European and Polish markets. To avoid a development of situation when a decline in price might occur it seems necessary that fruit producers, particularly apple growers should jointly prepare a better offer for the European market. French experiences have demonstrated that a model based on decentralized producer organizations (PO) is the best form of market organization. In Poland, beside generally increasing PO market share a cooperation should be improved among organization representing producers, companies trading with them, processing plants and government and lobby in Brussels. It has turned out that in order to meet the market requirements and at the same time consider producers’ interests (particularly fruit growers) a model of operational programs should be developed, less strict and considering also regional needs.
