The role of strategic factors in the process of cooperation in the system of: the environment of public administration, science and business is important from the point of view of efficient activity. These factors determine the objectives, tasks, as well as means and tools which will be used in the process of implementation of the cooperation network between the aforementioned entities. The current level of preparation of entities in this area determines the implemented strategy of investment destinations. The purpose of the article is to identify readiness to undertake and expand cooperation with scientific and business entities from the perspective of provincial cities. It is important to explore the factors that contribute to the increase in competitiveness of a location in the efforts to obtain foreign investments, as well as to determine whether decisions regarding investments in the selected cities are determined by the degree of development and functioning of the triple helix model. When preparing the results of research, the author used qualitative and quantitative methods, such as a computer-assisted web interview and an analysis of statistical data. It is a research article.
