AURA published several articles by Professor Wiesław Ciechanowicz on the need to reduce the economic and civilisational gap between urban and rural populations. The author believes that this objective may be achieved only by deep transformation of Polish agriculture, i. e. its restructuring, employment and changing the type of activity. Bioenergy produced from biomass should be the driving factor behind the development of rural areas. The interview focuses in detail on principles, production forms and management.

Thanks to the National Fund for Environmental Protection many projects have been completed which significantly improve the environment. There is not question - says dr Płotkowski - that the Fund should go on. Increasing the country’s forest cover should be implemented by establishing private woodlands. State-owned forests should not be privatised. Education in environmental issues has an important role to play, and the Fund supports it on on-going basis.

The National Fund spent over 500 mln zloty on projects connected to surface protection (mainly waste management) during 1989-2000. EcoFundusz manages financial resources from conversion of the Polish debt for environmental protection which funds projects and investments related to the climatic, atmosphere and protection, the Baltic Sea conservation and waste management and biodiversity preservation. Talking about the issues, the EcoFundusz President concentrates on many projects, e. g. on EcoFundusz contribution to low emissions programs implemented in Kraków to improve air quality. EcoFundusz has an amount of PLN 160 mln at its disposal. The organisation employs highly qualified 30 specialists who not only assess the submitted projects but also initiate many investments. They also try to maximize benefits by cross-linking related projects.

W latach 90. ubiegłego wieku transformacji ustrojowej w Polsce towarzyszyły skuteczne działania na rzecz ochrony środowiska, m.in. znaczne ograniczenie emisji CO, do atmosfery. Opinia o obecnym spowolnieniu tego tempa, zdaniem ministra, jest niesłuszna. Dowodem są sukcesy Polski w międzynarodowych negocjacjach klimatycznych - prace przy przygotowywaniu globalnej umowy o redukcji emisji gazów cieplarnianych czy organizacja w Polsce szczytu klimatycznego CP019. W planowanej eksploatacji gazu łupkowego ministerstwo kontroluje działalność przedsiębiorstw wydobywczych i czuwa nad bezpieczeństwem ludzi i środowiska. Istotne też dla ochrony klimatu jest podnoszenie świadomości ekologicznej społeczeństwa.

Krzysztof Zaręba talks with the chief editior Edward Garścia about the activities of Environmental Protection Inspection (IOŚ) in 2003. Poland’s accession to the EU exerted a considerable influence over the workings of the IOŚ last year. The number of inspected sites whose size and activities are environmentally significant rose and it now reaches 50 693. However, many small units worryingly remain outside the Inspection. Still, audits can be triggered off by a tip-off from the public and this usually concerns large breeding farms.

In the second part of 1960's, UNESCO launched ‘Man and the Biosphere’, an international project focusing on the scientific aspects of environmental protection. 45 countries enlisted and established their National Committees. Thus, in Poland, ‘Man and Environment’ Committe at the Polish Academy of Science was born. The Committee proved itself to be a thriving centre and has many achievements recognised internationally. Quite recently prof. Stefan Kozłowski published an article entitled ‘The Assessment of Sustainable (Ecological) Development vs Transformation of the Polish Economy’. Professor Kozłowski talks to AURA about the state of environment in Poland.

- There opinions that land use planning is inefficient because relevant regulations are dispersed over a number of ministries. For many years the ministers of environment have submitted for assigning these competencies to their ministry. What do think about such an option? - Land use planning should not be attributed dogmatically to one ministry. - But it were beneficial if it would be. - The basic objective of the Ministry of Environment is environmental management, not only nature conservation: the responsibilities should include also land use planning. Other issues are discussed in the text.

Łódź, second biggest urban and industrial complex after Warsaw, is the largest textile manufacturing centre in Poland. Fast expansion of the city outpaced the development of municipal infrastructure. It is only recently that the basic municipal issues are being solved. The Major of Łódź talks in detail about the water supply to residents, emphasises its high quality and utilisation by the industry. Investments related to sewage treatment and air protection measures are discussed. The recreational potential of Łódź is also presented.

Under construction since 1988, the Opole Power Plant has overcome initial difficulties and now wants to reduce its adverse impact on the environment to levels accepted in modern countries. Thanks to cooperation with renowned specialists in environmental protection the plant managed to install a flue gas desulphurization unit, using the least expensive method implemented in Poland. Environmental protection was included in strategic objectives before it became a generally accepted idea.

Operacją na otwartym sercu niemieckiej gospodarki narodowej nazywa federalny minister środowiska, ochrony przyrody i bezpieczeństwa reaktorów atomowych modernizację elektrowni konwencjonalnych, rezygnację z energii jądrowej - zamknięcie wszystkich elektrowni do 2022 roku i wielką rozbudowę sektora energetyki ze źródeł odnawialnych. Realizacja tych postanowień umożliwi m.in. obniżenie emisji gazów cieplarnianych do roku 2050 o 80 proc.

Environmental education is an extremely important issue, thus it receives much attention in the Environmental Protection Department. Much effort has been taken to establish and develop a Regional Environmental Education Centre covering all towns and municipalities in the Cracow Region. We must realise that the days of simple environmental reserves based on issuing decisions to shut down industrial plants harmful to the environment, imposing fines, etc., are over. The public should be educated and encouraged to cooperate in their daily lives: to conserve water and energy, to avoid generating unnecessary waste and to segregate waste when they dispose of it. If we wish to enter the European Union, the need for people to understand and approve every action should be borne in mind. Those who think long-term should commit themselves to education.

Location of Cracow in the Vistula River Valley and excessive air pollution enhance the chance of adverse weather conditions and smog incidents. The author discusses the state of preparedness attained by municipal authorities for such an emergency: setting up automatic air pollution monitoring and alert systems, developing criteria for declaring and canceling smog alerts, and implementing control over emission. Implementing regulation to enable controlling and eliminating smog incidents still faces many difficulties as there is no legal basis for empowering voievodes to issue relevant orders.
