Establishing and improving environmental education have been extensively discussed for a long time, but this subject is dealt with in too-general terms. Discussions contribute nothing new, and they even create vicious circles. The provisions of the 1980 law on protection and management of the environment encourage such an approach to environmental education, especially since they lack executive regulations. The author justifies the need for development of a strategic program of environmental education and its consistent implementation. Objectives for such a curriculum are also discussed.
