Decentralization of public administration brings along always new requests for villages, which should guard credits of inhabitants. In the connection with change of conditions also for self- governments economy. Even though villages change with difficulties finality purposing of property and remain on initially estimate finality then, also if that real estate isn't used effectively, or used sporadically and the village bears only costs of operation and service. Representatives of such property of village are for instance culture houses, which are used only partly or sporadically, during which time operating costs and service are considerable. Now villages have a possibility to change purposing and efficiency of this real estates. For presen­tation reason the aim of article is example of decision of village X of efficiency investment on example of culture house.

Spatial planning in the United States of America and Poland

The paper presents spatial planning system currently mandatory in Poland, as well as main changes concerning the principles of spatial planning and management in Poland after the system transformation. The work addresses particularly the issues of de-centralization of public administration and establishing commune self-governments, socialization of spatial planning, protection of private property and also the obligation to consider appropriate instruments of natural protection in the process of spatial planning and management. The paper presents also the basic principles of spatial planning in the United States of America and points out the similarities and differences between the methods, procedures and assumptions of spatial planning systems in both countries. The work presents potential areas of cooperation between both universities comprising sharing knowledge and exchanging experiences in the filed of spatial planning and management.

Proces zmian społeczno-ekonomicznych w Polsce, specyfika świadczonych usług w administracji, duża liczba obowiązujących przepisów prawnych stanowią konieczność zaspokajania potrzeb i wymagań klienta. Współczesny klient administracji publicznej stawia coraz wyższe wymagania wobec instytucji, pracowników administracji i świadczonych przez nich usług. Wobec tego istnieje konieczność wdrażania w praktyce modeli i rozwiązań w zakresie nowoczesnych metod zarządzania w administracji publicznej z uwzględnieniem norm ISO. W niniejszej pracy zaprezentowano wymagania klienta wobec administracji publicznej oraz znaczenie doskonalenia jakości usług w jednostkach administracji publicznej.
