In this second instalment, the author refers to the following issues: the definition of the ecological offence; the scope of activity for the state police in the field of the environmental protection; the organization and training of the "ecological police"; the relationship between the public prosecutors’ offices and the police. The efficient detection of environmental offences should be most of all the responsibility of State Environmental Inspection Service while finding the offenders should proceed under the orders and supervision of the prosecutor's office by specialized branches of the state police.
