The Polish power industry has the technical means to prevent harm to the environment. Flue gases can be 100% dedusted, 80% desulphurized and 95% denitridated (primary methods). Investment stagnation in the power industry has meant that for investment in environmental protection there is sufficient potential standing ready, both in factories, and in design offices and construction firms. Investment in environmental protection may contribute to revitalizing general investment in Poland, at the same time removing the stigma of a polluter from the power industry. The only restriction on power industry projects for environmental protection is the shortage of financial means. That is why taxation of each kilowatt-hour produced should be considered.
A constant increase in prices of electricity in Poland should lead to a greater interest in other energy sources. The strong lobby for fossil fuels, however, has hindered development of investments in renewable energy sources. This is reflected in the drafts of Energy Law now before the Polish Parliament. Both government submission and deputy-sponsored draft do not consider widespread power generation using unconventional sources. As these issues have not been addressed in either draft, development of wind power and hydropower stations is unlikely.
The fuel conflict caused in Europe triggered by prices and natural gas supplies from Russia to Ukraine, arose anxiety about natural gas supplies in other countries. By reference to the article by Edward Garścia on the direction of power sector policy accepted by the public (AURA March edition) the author draws attention to the “Feasibility Study and Technical and Economic Considerations of LNG imports to Poland” made for the Polish government, listing problems which may be answered by the study.

The use of wind power use increases even though the subsidies towards it have amounted to a mere 1 per cent of funds spent on the nuclear power sector. In 1983 there were 1 000 MW of capacity installed in wind-driven power plants. In the last decade about 200 MW has been installed each year. The European Commission works on adaptation of the regulations on wind power plants to the general framework of European energy policy requirements. This objective has been pursued by the Committee on Electrical Engineering of the European Union. The author gives an account of the wind power generation in various countries of Europe.
In the future, crises related to power supply dependability will grow. The problem is related to rapid population increase, accompanied by doubled energy demand, coupled with the depletion of primary fossil-fuel based energy sources. The future lies in ground-heat, solar, tidal, and wind sources for power supply. These energy sources will supplement traditional primary sources and be enhanced by new technologies based on innovatory developments. This should indicate a new focus for energy sources, not to be limited to purchasing ready-to-use equipment or technologies. By this means we will endeavor to maintain a reliable and efficient power-production system.
Wyzwania, przed którymi stoi cywilizacja ludzka, nie mają precedensu w całej jej dotychczasowej historii. W dziedzinie ochrony środowiska są nimi: wprowadzenie do środowiska organizmów genetycznie modyfikowanych, strategia dotycząca systemu energetycznego i adaptacja do skutków ocieplania się klimatu Ziemi. Wypowiedź prof. Nowickiego pochodzi z opracowania 25 lat ochrony środowiska w demokratycznej Polsce.
