One of the barriers to be negotiated by Polish economy is to control degradation of the environment and its restoration. It is connected not only with a need of change in majority of currently used technologies but also with rational use of natural resources. To accomplish this purpose, environmental awareness should be awakened which remains fairly low at present. Frequent environmental emergencies caused by ignorance, negligence or even stupidity also testify this fact. The author suggests a comprehensive discussion on how to improve environment quality and on how to solve current problems.

We supplement the ongoing discussions and debates on environmental education with a statement by Professor J. C. Smyth, an internationally recognized expert, a consultant to the UNESCO-UNEP program, who was in charge of the team preparing materials for the 1992 Earth Summit in Rio de Janeiro. In 1975 The Observer enumerated principal enemies of mankind: the demographic explosion, shortages of food, limited accessibility to resources, environmental degradation, improper use of nuclear energy and the nature of man himself. Since people’s lives’ depend on them themselves and on the environment broadly defined, we should take responsibility for the condition of the environment. Known environmental components are coupled with unknown systems and the global environment by many complex links. These systems and their interdependence pose a great challenge to education. Environmental education, the topic of this article, can be a response to this challenge.

The summary of 14 papers contained in the present publication dealing with the Upper Narew valley specifies the basic function of each of the valley’s three distinct natural segments together with its key problems and their possible solution. The key requirement for nature protection in the valley segment I (upstream of Suraż) is continuation of spring flooding to sustain breeding birdlife and appropriate moisture levels in soils sensitive to overdrying. This may be achieved using the Siemianówka retention reservoir. In view of its natural and scenic value the valley segment in question should be granted the status of landscape park, its most valuable sites protected as nature reserves. The most serious threat in valley segment II (Suraż to Żółtki) at present incorporated in the Narew Landscape Park is the decreasing moisture level which has resulted in severe reduction in the number of birdlife. A major problem is the overgrowing of disused marshy meadows by shrub vegetation. Until a series of years with spring snowmelt enables a detailed assessment of causes and extent of dehydration in the valley it is necessary to optimize the operation of the Siemianówka retention reservoir with weirs on the Narew river. It is necessary to consider the feasibility of employing local farmers to eliminate invading bushes enabling them to earn compensation for discontinuation of farming in the undrained sections of the valley. In the valley segment III (downstream of Żółtki) it is suggested to intensify grassland production alongside protecting sites of outstanding nature value.

The impact of liberation in foreign trade on the natural environment arouses many speculations. Both areas of activities are closely interconnected: liberalization affects the environment and more stringent environmental regulations are immediately reflected on international markets. The author discusses the impact of trade on the natural environment and environmental policy; the concept of sustainable development is also dealt with. Sustainable development is called „ecodevelopment“ in the Polish literature.

The degradation of biosphere and soil, water deficit, changes in the chemical composition of the atmosphere have underlined the importance of the environment to social development. The studies have included mutual relationships between the ocean, vegetation and the atmosphere; the principal strategy of economic activities has been formulated as a policy of sustainable development. Economic activities now preferred are those which follow natural processes in the environment or modify them. The author considers the social and political implications of sustainable development and those of modelling climatic relationships, both at regional and global scale. The extent of human impact on individual climatic factors is considered together with effects which these changes can exert on the main fields of economic activity.
