The article analyses the regional and cohesion policy background for establishing the major instruments of EU regional policy for Eastern Poland, namely the Operational Programme Development of Eastern Poland for 2007-2013 and five Regional Operational Programmes for Warminsko-Mazurskie, Podlaskie, Lubelskie, Świętokrzyskie and Podkarpackie Voivodships. The discussion focuses on their role not only in evening interregional disparities, but also in supporting rural regions lagging behind in economic development. This gives basis to concluding on the model of regional policy applied in Eastern Poland in 2007-2013 and its adequacy to existing social and economic conditions.

Subject and purpose of work: Research targeted at verification of the effectiveness of the appeal procedure for co-financing of tourism projects under the ROPPV 2007-2013 has been presented in the article. Materials and methods: The article is based on the analysis of the secondary data collected by the Podlaskie Province Marshal’s Office in Bialystok and the literature covering the research area. The analysis of detailed information was performed using inductive inference. Results: None of the applicants under Priority Axis III. Tourism and culture development ROPPV 2007-2013 decided to exercise their right regarding the use of the judicial stage of the appeal procedure. Conclusions: It is impossible to clearly determine the degree of effectiveness of the appeal procedure concerning the process of application for the co-financing of tourism projects under the ROPPV 2007-2013 because the mechanism of verification of the correctness of projects’ assessment was not applied in its full extent.

The aim of the article is to analyse dependents of disbursement of funds as part of Operational Programme Innovative Economy and level of innovativeness of Polish economy measured by SII index in 2008-2012. In the article, there are chosen instruments and forms of support of innovative projects, which as a rule, should contribute to the growth of innovativeness of Polish economy. Operational Programme Innovative Economy was used for empirical research, which, from the financial perspective in 2007-2013, is the greatest source of financing projects of innovative character. Moreover, the analysis refers to SII total innovative index, proposed in annual reports of European Commission, which measures innovativeness of the economy.

The EU financial resources are an important source of restoration and preservation of cultural heritage objects and their adaptation to the fulfilment of tasks resulting in the rise of new socio-economic functions. The purpose of the paper is to identify the ways of the spending of EU aid funds thematically related to cultural goods with reference to the area of the beneficiary’s origin in the years 2007-2015. The study was based on the SIMIK database of the Ministry of Infrastructure and Development of the Republic of Poland. The analysis of the total value and of the level of the EU co-funding shows that rural areas of the Dolnośląskie Province were beneficiaries of more than 20 % of the value of the EU co-funding for cultural heritage projects and in this respect they ranked second after the Province capital. At the same time, rural communes and small towns had the highest share of the EU funds in the total value of the projects completed during this period.

The article touches upon problems of legal instruments supporting agricultural development in LFA. It discusses compensatory allowances for LFA based on the analysis of the Council Regulation No. 1257/1999 and the following polish regulation of 14.04.2004. Next, it presents data that concerning the realization, by Agency for Restructuring and Modernization of Agriculture, of the support for LFA, with the special regard to Lower Silesia. In the final part of the article, the author represent legal settlements concerning LFA, which will enter into force on the year 2007.
