The problem of local entrepreneurship development constitutes a basic element of a broader issue, i. e. local economy development. Its effect should be not only new firms and jobs as well as an increase in the number and quality of services and goods meeting local and supra-local community's demand, but also resources of attractive locations, i. e. developed sites, real estates, etc., and the intellectual resources, i. e. skills, knowledge, qualifications of the local community's members. A modern approach to the local and regional development strongly emphasises the necessity of local self-governments' involvement in carrying out an active policy of creating entrepreneurship. Important tasks in this respect are to be fulfilled by the gmina (municipal) self-government. Impact of the municipal bodies on the local entrepreneurship should take various forms in relation to the differentiated factors that condition development thereof.
