W artykule przedstawiono aktualne zadania Wspólnej Polityki Rolnej Wspólnoty Europejskiej i uwarunkowania ich zmian, a zwłaszcza rosnącą rolę wspierania rozwoju obszarów wiejskich. Dzisiaj WPR ma nowe funkcje i cele, gdyż - oprócz dotychczasowego wspierania przemian strukturalnych - oczekuje się chronienia środowiska naturalnego, zachowania bioróżnorodności, racjonalnego gospodarowania wodą, wytwarzania surowców do produkcji energii odnawialnej. Oddzielenie płatności bezpośrednich od produkcji i zmniejszenie zakresu interwencji na rynkach rolnych UE powoduje, że WPR staje się bardziej ukierunkowana na potrzeby rynku i zwiększa rynkową orientację rolników oraz konkurencyjność. Dla zapewnienia warunków konkurencji konieczne jest zapewnienie równych warunków konkurencji sektora rolnego na jednolitym rynku rolnym, co będzie możliwe tylko w ramach wspólnotowego mechanizmu finansowania polityki rolnej UE. Ważne będzie wyrównanie stawek płatności bezpośrednich w skali UE, które oparte byłyby o realne i obiektywne kryteria odnoszące się do wymogów nakładanych na producentów rolnych. Wspólna Polityka Rolna powinna zachować dotychczasowe instrumenty interwencji. Płatności bezpośrednie powinny pozostać jednym z głównych instrumentów WPR, odpowiedzialnym za: wsparcie i stabilizację dochodów rolniczych, rekompensowanie kosztów związanych ze spełnianiem wysokich standardów wspólnotowych (w odniesieniu do jakości i sposobów produkcji, a w szczególności wymogów środowiskowych), zachowanie produkcji rolnej w regionach o najtrudniejszych warunkach gospodarowania. Polityka rolna powinna być w coraz większym stopniu oparta na przesłankach globalnych. W skali światowej coraz większe znaczenie będą miały następujące czynniki: - wzrost liczby ludności (do 2030 roku zwiększy się o 2 miliardy), - niska aktywność produkcyjna rolnictwa w relacji do technologii informatycznej, - wdrażanie nowych generacji technologii farmingu oraz „inteligentnej" żywności, - drastyczne zmiany struktur rolnictwa oraz rolniczego marketingu, - spadek produkcji rolniczej w krajach o rozwiniętej gospodarce, - powstanie w miejsce dotychczasowych nowego centrum produkcji żywności na skalę globalną, którym będzie Ameryka Łacińska oraz Karaiby, - nasilenie procesu degradacji środowiska naturalnego, - przyśpieszony proces urbanizacji obszarów wiejskich.

In the article introduced current assignments of Common Agricultural Policy of European Union and conditionings of their changes, and especially growing supporting development of rural areas. Today CAP has new functions and aims because - except hitherto existing supporting of structural transformations - awaits protection of environment, maintenance of biodiversity, rational water management, productions raw materials for renewable energy production. The separation of direct payments from production and the diminution range of intervention on markets of farming EU causes that CAP becomes more oriented on market needs and enlarges market orientation of farmers and competitiveness. For the assurance conditions of the competition it is nesesary to assure equal conditions for competition of agricultural sector on equal agriculture market, what will be possible only within the framework of the community mechanism of financing of EU agriculture policy. It will be important the settlement of rates of direct payments in the scale EU which leaning would be for real and objective criteria bearing upon of requirements sewn on farming producers. Common Agricultural Policy it should keep hitherto existing tools of the intervention. Direct payments should stay to one of main tools of CAP, responsible for support and stabilization of agricultural earnings, compensation connected costs with fulfiling of high community standarts (with reference to quality and manners of production particularly of environmental), maintenances of agriculture production in regions about most difficult conditions of farming. The agriculture policy should be in more and more greater degree leaning on global premises. In the world scale more and more greater meaning will have following factors: - the population growth (to 2030 it will grow larger as2 billions), - the low productive activity of agriculture in relation to information technology, - the implementation of new generations of farming technology and „the intelligent" food, - drastic changes of structures of agriculture and agricultural marketing, - decline of agricultural production in economical developed countries economy, - instead existing the new centre of food production on global scale arises, is him Latin America and Caribbean, - the intensification of degradation process of environment, - the accelerated process of rural areas. urbanization.
