Quality control of the products used in plant protection is provided mainly by producers of pesticides. According to EU regulations it is obligatory for countries to have an independent quality control system for pesticides present on the market. An independent system is very important for the appropriate functioning of the domestic plant protection. It ensures discipline towards producers and retailers. In Poland such monitoring has a long tradition. Post registration quality determination are provided by the Institute of Plant Protection, samples are taken by the inspectors from the Plant Protection and Seeds Inspectorate through the whole country. The 400 annual limit includes some samples analyzed as a result of a claim or a low suit for compensation due to improper effects or lack of effectiveness. Biologically active substance (a.s.) is the most important quality parameter. Many samples show discrepancies (either lower or higher results), however significantly defected is only about 1% of determinations. In cases of significant quality flaws the Plant Protection and Seeds Inspectorate may issue an administrative decision to withdraw a batch of a product from distribution and use. It is crucial to posses technical capabilities to provide quality testing for all pesticides that are currently or were in the past in use in Poland. Particularly, in cases of claims, recalls and law suits.
