Przedstawiono politykę gmin województwa małopolskiego w zakresie uchwalania stawek podatków od nieruchomości w latach 2003-2007. Podjęto również próbę poszukiwania zależności pomiędzy przychylnością podatkową gmin dla przedsiębiorców, a liczbą podmiotów gospodarczych zarejestrowanych w systemie REGON, wysokością dochodów gmin z tytułu podatku od nieruchomości oraz wysokością wydatków inwestycyjnych.

The article presents the policy of the Małopolska province communes concerning approval of the property tax rates in the years 2003-2007. An attempt was made to seek the dependencies between the favourable tax regime for entrepreneurs used by the communes and the number of economic entities registered in the REGON system, the communes ’ income amount from property tax and the amount of investment expenditure. On the basis of conducted studies it was determined that decreasing property tax rates by the commune authorities does not lead to increased economic activities of potential entrepreneurs. Lowering the upper tax rates deprives communes of a part of their incomes. Therefore, it should be assumed that endeavours of the local self-governments to increase incomes, particularly greater share of own incomes in total budgetary means will lead to further gradual increase in local tax rates.
