Do głównych problemów małych miast należy ekspansja zabudowy na obrzeża oraz wieloletnie zaniedbania substancji miejskiej. Podejmowane działania rewitaliza- cyjne nie zawsze dają efekt zgodny z oczekiwaniami, niemniej korzystnie wpływają na estetyzację przestrzeni miejskiej. Rola stymulatorów rozwoju oraz ich instrumentów w rehabilitacji przestrzeni i zapobieganiu jej dalszej degradacji została zilustrowana na przykładzie dziewięciu miast województwa mazowieckiego.

Negligence and disarray are characteristic features of most of small town areas. Irrational space management manifests itself not only in the expansion to the peripheries, without making use of the free spaces in downtown areas, but also in the progressing degradation of urban substance. The revitalisation action is incommensurate with the needs, and its effect is not always compatible with the expected, which leads to only a partial utilisation of the potential of small towns. The image of the town and the level of the quality of life of its dwellers affect the investment attractiveness and the development of the urban centre. The implementation of the well-prepared planning documents has a considerable influence on the creation of spatial order and the aesthetics of the urban area. Nonetheless, delays connected with the implementation of planned investment projects, often stemming from the inadequate financial resources of small towns, have a negative effect on their competitiveness. The role of development stimulators and their instruments in the rehabilitation of space and counteracting its further degradation has been illustrated on the example of nine towns of Mazowieckie Voivodship: Garwolin, Góra Kalwaria, Maków Mazowiecki, Mogielnica, Przasnysz, Sokołów Podlaski, Szydłowiec, Tarczyn and Tłuszcz. The research indicated that stimulators connected with town and country planning play a key role in the integrated development of urban structures.
