W latach 1986-2002, w Miejskiej Pracowni Urbanistycznej w Poznaniu stworzono nową metodę zapisu miejscowych planów zagospodarowania przestrzennego. Metodę tę charakteryzuje wysoki stopień wykorzystania aktualnych możliwości techniki komputerowej oraz niekonwencjonalne podejście do problemu standaryzacji zapisu planów miejscowych. To podejście polega na określeniu „z góry" organizacji danych (struktury każdego planu), a nie konkretnych jego zapisów. Jest to wynik przyjętego założenia, że dla obszaru dużej gminy (np. miasta Poznania) opracowania z zakresu planowania przestrzennego o różnym zasięgu terenowym oraz o zróżnicowanej problematyce i szczegółowości będą sporządzane w różnym czasie. To założenie wskazało na stopień trudności i ryzyka Jednorazowego" ustanowienia tzw. słownika zapisów planów. Właśnie z powodu tego ryzyka, w nowej metodzie zapisu planów z jednej strony - zrezygnowano z tej drogi, z drugiej - przewidziano narzędzia (biblioteki) umożliwiające tworzenie takiego słownika zapisów w sposób ewolucyjny. Z tego samego powodu przewidziano w systemie narzędzia umożliwiające dokonywanie analizy i syntezy ustaleń w zakresie różnorodnej problematyki obejmującej obszary wielu planów naraz. Artykuł omawia uwarunkowania powstania i charakterystykę metody oraz program wspomagający tę metodę. Program ten jest równocześnie bazą danych i aplikacją ułatwiającą zapis planów oraz udostępnianie danych w poznańskim systemie informacji przestrzennej. Należy w tym systemie do grupy narzędzi dedykowanych i wyspecjalizowanych. Oparty o środowisko Esri oraz bazę danych Oracle 8 umożliwia: - budowę i prezentację planu na roboczych warstwach problemowych, - programową kontrolę powiązań między ustaleniami graficznymi i tekstowymi, - sprawny dostęp do ustaleń planu (m.in. w formacie html), - zautomatyzowane tworzenie i przechowywanie prezentacji dowolnych warstw planu wraz z legendami, - kontrolowanie poprawności zapisu poprzez wykorzystanie narzędzi, np. arkusza kalkulacyjnego, raportów określających relacje między elementami planu. Cechami wyróżniającymi ten program spośród innych są: automatyczne budowanie warstw wynikowych z wielu warstw roboczych, w tym treści uchwały planu miejscowego wraz z rysunkiem planu, prezentowanie tekstów uchwały, raportów i legend w formie macierzy. Do chwili obecnej, w tym systemie opracowano w MPU dziesięć projektów planów miejscowych, z czego pięć zostało uchwalonych przez Radę Miasta Poznania, a dwa nowe rozpoczęto.

In the years 1986-2002, at Poznań Town Planning Office a new method of recording local development plans was created. This method is characterized by an extensive use of computer technology and unconventional approach to the problem of standardization of local plans recording. This approach involves predetermining the organization of data - the structure of each plan, rather than its concrete records. It is the result of the assumption that for the area of a big commune, e.g. the city of Poznań, elaborations in the domain of town and country planning concerning different area range and on varied problems and circumstantiality will be made at different times. This assumption pointed at the level of difficulty and the risk of a single-time creation of the so-called dictionary of records of plans. Just because of that risk in the new method of the recording of plans this means was given up. On the other hand, new tools (libraries) were provided to make it possible to create the dictionary of records in the evolutionary way. Due to the same reason there were tools created to enable making analysis and synthesis of decisions on various problems which comprise the areas of many plans together. This paper describes the conditions of the creation of the method, its characteristics, as well as the computer program which accompanies it. This program is in one a data base and an application which facilitates recording of plans and making available data in Poznań i system of development information. In thissystem this program belongs to the group of dedicated and specialized tools. Being based on Esri environment and Oracle 8 data base the program enables: - Construction and presentation of a plan on problem working layers, - Program control over the connections between text and graphic provisions, - Quick access to the provisions of a plan (in HTML format), - Automated creation and storage of presentations of particular layers of a plan together with legends, - Monitoring the correctness of a record by means of the tools of e.g. spread-sheet or reports determining relations between the elements of a plan. The distinguishing features of this program are: automated construction of result layers out of many working layers including the contents of a resolution upon a local plan together with a drawing of a plan, presenting the contents of a resolution, reports and legends in the form of matrix. Up to now, at Poznari Town Planning Office ten projects of local plans have been created in this system. Five of them have already been voted through by the Town Council of Poznań, and two new have been started.
