Zmiany w systemie planowania w Polsce są niezbędne z uwagi na nowy podział administracyjny państwa i niedostatki Ustawy o zagospodarowaniu przestrzennym z 1994 r„ stwierdzone po czterech latach jej działania. Dlatego wydaje się pożyteczne zdobycie wiedzy o systemach planowania przestrzennego w krajach o wyróżniającym się doświadczeniu w tej dziedzinie. Kraje analizowano w artykule w zakresie ich struktury administracyjnej, systemu prawnego, typów planów (ich formy, treści i zakresu obowiązywania) i planowania. Są one następujące: Francja, Holandia, Niemcy i Zjednoczone Królestwo - wszystkie są krajami członkowskimi UE. Porównawcze dane są przedstawione w załączonych tabelach. Według analizy zostały sformułowane następujące wnioski. Należy rozpocząć od tego, że we wszystkich krajach podstawowe decyzje są ustalane na poziomie krajowym: system transportowy we Francji; „kluczowe decyzje" w Holandii; w Niemczech ogólne ramowe wytyczne dla całej Federacji i plany dla poszczególnych landów. Potrzebę planowania regionalnego odczuwa się coraz mocniej. W Holandii plany regionalne występują powszechnie w poszczególnych prowincjach, podczas gdy w U.K. funkcje ustanowionych Agencji Regionalnych zawierają również przygotowanie takich planów. We wszystkich badanych krajach plany miejscowe mają sprecyzowane znaczenie prawne. Równocześnie jest podkreślana ważność planów struktury. Takie plany są opracowywane dla związków hrabstw/gmin/miast i służą jako podstawa rozwiązania długookresowych problemów i projektowania wielkoprzestrzennych sieci. Wszystkie publikowane opinie potwierdzają, że w badanych krajach występują podobne tendencje i problemy związane z planowaniem przestrzennym. Główne, obserwowane tendencje zawierają: - wdrażanie krajowych średnio- i długookresowych strategii rozwoju poprzez opracowywanie wytycznych, zaleceń rządowych, programów regionalnych i planów obowiązkowych dla administracji na każdym poziomie planowania przestrzennego; - pozostawianie decyzji odnośnie użytkowania terenu i sposobu zabudowy władzom lokalnym, zobowiązując je do włączania społeczności w proces planowania i stosowania się do zaleceń krajowych i regionalnych; - wprowadzenie obowiązku opracowywania planów struktury całego obszaru jednostki administracyjnej lub związków takich jednostek. Umożliwi to rozwiązywanie spraw przestrzennych tak, aby uzyskać prawidłowe warunki funkcjonowania systemu przestrzennego; - poszukiwanie drogi zapewniającej wysoki poziom elastyczności planów. To można uzyskać stosując takie ustalenia planu, które pozwolą na szybką aktualizację rozwiązań. W rezultacie będzie możliwa adaptacja takich rozwiązań do zmiennych warunków i redukcji czasu i kosztów projektu. - wszystkie kraje uznają za słuszne wdrożenie zasady „zrównoważonego wzrostu w planowaniu przestrzennym".

Changes in the system of spatil planning in Poland are inevitable thanks to the new administrative division of the state and the flaws in the Act of Physical Planning 1994 identified during the four years of its operation. It seems therefore useful to gain some knowledge of spatial planning systems in countries with significant experience in the field. The countries analysed in the paper in terms of their administrative structure, legal framework, types of plans . (their form, content and scope of binding force) and planning are the following: France, the Netherlands, Germany and the United Kingdom – all of them the EU member states. Comparative data are shown in the appended table. Upon analysis the following conclusions were formulated. .To begin with, in all the countries certain basie decisions are resolved at the national level: the transport system in France; „key-decisions" in the Netherlands; in Germany - generał frame guidelines for the entire Federation and plans for the individual Länder. The need for regional planning is more and more acutely felt. In the Netherlands regional plans are commonly encountered in the particular provinces while in the U.K. the functions of the established Regional Agencies include also the preparation of such plans. ; In all the researched countries local plans are of precised legal importance. At the same time, the importance of I structure plans is emphasised. Such plans are drawn up for counties/communities/municipalities unions and serve / as the ground for solving long-term problems and desiging large-scale networks. All published opinions prove that in examined countries occure similar tendencies and problems joined with spatial planning. The main tendencies under observation include: - Implementing of national, medium and long-term development strategies by working out recommendations, governmental guidelines, regional programmes and 5 plans obligatory for administration at every level of spatial planning; Leaving decisions regarding land - use and manner of , plot built-up to the local authorities and binding them i to involve the generał public in the planning process and to adhere to the national and regional recommendations; Introducing an obligation to develop structure plans for the entire area of the administrative unit or the unions of such units. This will allow to solve spatial issues in such a way to ensure conductive conditions for the functioning of spatial system; Seeking a way to provide the plans with a high degree „ of flexibility. This can be done by using such plan assi- gnations which allow for prompt updating of spatial U solutions. As a result it will be possible to adapt such solutions to the changing conditions and to reduce the y time and costs of lay-out. - All the countries find it advisable to implement the prin- ciples of „sustainable growth" in spatial planning.
