W dążeniu do gospodarki rynkowej potwierdza się celowość prowadzenia aktywnej polityki regionalnej jako integralnego elementu strategii przemian strukturalnych. Skuteczność polityki przestrzennej wymaga zróżnicowanych, wzajemnie skoordynowanych działań i racjonalnej instrumentacji ekonomicznej, na poziomie państwa - jako polityki interrregionalnej, przy zwiększeniu uprawnień szczebla regionalnego oraz na poziomie samorządów terytorialnych - jako polityki intraregionalnej.

Large discrepancies in physical planning and the emergence of continued economic depression areas has led to the situation where only one in three Polish provinces are able to plan their development based on local resources and entcrpreneurship. The remaining ones have hardly any chance of developing without external assistance. Under these circumstances, it appear viable to develop and sustain active regional government policies. The success of such policies will largely depend on tehir logical integration with critical industrial policies. Regional programmes will be facilitated by the ever more evident change in the structure of industries giving way to small and medium size business organisations and modifying the location criteria which results in higher dispersion of industries. The success of regional policies will require comprehensive and co-ordinated action on the part of the government and local authorities to facilitate growth using economic instruments. The central government is expected to take responsibility for cross-regional policies and local authorities for intraregional ones. The government's role as regulator is one which is of paramount importance. Today, legislation offers regional policy instruments which can be utilised by local authorities. For example, their responsibilities cover such policy areas as location of investment, municipal property management and land utilisation. Local finance management is still an evolving area and is subject to future legislation. New objectives for regional policies will stem from the general regulatory framework adopted in Poland and its constitutional core which is expected to allow a higher degree of delegation to the regions.
