W artykule przedstawiono uwarunkowania zmian krajowego systemu gospodarki odpadami komunalnymi, koncepcje programowe i przestrzenne zintegrowanej gospodarki odpadami w skali kraju, województw i powiatów. Wskazano kierunki polityki państwa wspierające realizację kompleksowych systemów gospodarki odpadami komunalnymi.

Accession to the European Union obliges Poland to meet the EU standards in the field of municipal infrastructure related to environment protection, including waste management. Backwardness of our country in relation to the "old" EU members is the most significant in that infrastructure sphere. The concepts of meeting the EU standards by the deadlines negotiated with EU have been specified in the National Plan of Waste Management (2002/2003). Its translation into the microscale takes place within the system of plans developed by self-governmental bodies - provinces, poviats, municipalities (2002-2004). In Poland (as earlier in EU) the above plans, mutually integrated and periodically verified, are becoming an instrument for management for municipal waste management. The central components of the concept of waste management development are presented basing on an analysis of available plans (prepared within official time schedules): national, provincial and poviat ones - as exemplified by the Lubuskie province. The paper presents the programme concepts (prognoses of waste amount, processes of waste disposal, applied technologies) as well as spatial concepts designating areas for operating integrated, supralocal systems (facilities) of waste management, obliged to manage all the wastes produced within a given area in the specific perspective (until 2014). Basing on the analysis of strong and weak points of the developed plans for waste management, directions of the state policy which stimulate development of that area of municipal infrastructure are presented. Most of the indicated inadequacies have been liquidated by the sectoral laws passed in the second half of 2005. The main legal regulations determining implementation of the concept of waste management adjusted to the EU standards are outlined. The scope of co-ordination of activities necessary for implementation of the specified programme and spatial concepts of municipal waste management is specified.
