Perspektywy polskiego eksportu rolno-spozywczego w swietle porozumien WTO, CEFTA i ukladu europejskiego

In the paper, the analysis of Polish foreign trade in agricultural and food products during last years was done. The receivers of Polish agri-food products are mainly countries-members of economical groups of countries - such as European Union, CEFTA, EFYTA, FSU. The composition of these groups changes: - European Union has been enlarged by 6 countries during last 10 years, the number of CEFTA countries increases, of EFTA diminished. Only 10% of our export is directed outside of this region. Polish exporters are consequently dependent on the changeable trade conditions in a few countries. Besides considered in this report, internal factors influenced on the competitiveness of Polish export (PLZ exchange rate, production efficiency, customs policy, agricultural production level variations and others) the crucial importance for our export possibilities have conditions resulting from international agreements. Polish trade policy from 1 July 1995 is subordinated to rules arising from our membership in the World Trade Organisation-WTO (tariffication of non-tariffs border measures, the gradual reduction of duties, export and production subsidies, specification of protection veterinary and phytosanitary rules). Stronger influence on changes in directions of flow of agri-food products has the deep liberalisation of trade of agri-food products in the framework of CEFTA. From 1 January 1996, almost for a half of the Polish agriculture imports from these countries, duties are reduced up to zero. This agreement is the important step into total liberalisation of trade of agri-food products after 1 January 1998 in the framework of CEFf A and at the same time is the big step forward in the development of economic relations in Europe. This is also the serious test for agricultural sectors of these countries to meet international competitiveness. In this paper, the analysis of prospects of Polish agri-food exports was done in the aspect of agreements with WTO, CEFTA and European Union.
