Artykuł przedstawia szeroką panoramę wybranych publikacji, które w stu wydanych dotychczas przez Instytut Gospodarki Przestrzennej i Komunalnej numerach kwartalnika „Człowiek i Środowisko" poruszały problemy społeczne planowania i gospodarki przestrzennej.Publikacje kwartalnika potwierdzały status problematyki społecznej jako ważnego składnika procesów planowania przestrzennego.Szereg artykułów zamieszczonych w kwartaniku rozwijało konkretne metody ujmowania zjawisk społecznych w gospodarce i planowaniu przestrzennym. W sposób ciągły prowadzono rozważania metodologiczne nad społecznymi podstawami planowania przestrzennego jako jednej z dyscyplin nauk praktycznych.Dużą ciągłością odznacza się nurt publikacji „Człowieka i Środowiska" poświęcony uspołecznieniu procesu planowania przestrzennego w Polsce. Zapoczątkowany w latach 80. dotyczył technik i metod partycypacji społecznej wplanowaniu przestrzennym, kształtowania „partycypacyjnego" modelu całego planowania, jak też krytycznej refleksji nad jego efektywnością, gdy model ten w dużym stopniu wprowadzono w życie.Gama tematów społeczno-przestrzennych poruszanych na łamach kwartalnika jest bardzo szeroka. Na przestrzeni ponad 20 lat wydawania pisma uległa ona znamiennej ewolucji. W okresie tzw. realnego socjalizmu, w PRL-u, była ona szersza, gdyż publikacje naukowe były wtedy często jedynym sposobem artykulacji interesów społecznych istotnych dla kształtowania przestrzeni.Kładzenie nacisku na partycypację społeczną, na ułomności modernistycznego kano nu kształtowania tkanki urbanistycznej m.in. na łamach „Człowieka i Środowiska", doprowadziły do powstania jeszcze w 1984 r. ustawy o planowaniu przestrzennym, która - jako pierwszy akt legislacyjny w socjalistycznym państwie - wprowadziła uznanie pluralistycznej struktury interesów, w tym możliwej rozbieżności interesów ogólnospołecznego i lokalnych i zaproponowała procedury ich harmonizacji. Po roku 1990, gdy odrodził się w Polsce autentyczny samorząd terytorialny, to on przejął rolę wyraziciela zróżnicowanych interesów oddolnych. Dlatego to właśnie samorząd terytorialny i jego gospodarka przestrzenna stały się po roku 1990 głównym „społecznym" tematem publikacji kwartalnika. Ich autorzy,obok dorobku publikacyjnego, mają swój udział w tworzeniu nowego modelu planowania przestrzennego, w kształtowaniu instytucji odrodzonego samorządu terytorialnego i w poszerzeniu reformy samorządowej na nowe jednostki terytorialno-administracyjnego podziału kraju.

The article presents the wide panorama of selected publications, which in the hundred issued till now by the Institute of Physical Planning and Municipal Economy numbers of the quarterly magazine „Man and Environment" touched the social problems of planning and spatial economy.The publications in the quarterly magazine confirmed the status of the social issues as an important ingredient of the spatial planning processes. A lot of articles included in the quarterly magazine developed the substantial methods of approach towards social phenomena in economy and spatial planning. The methodologic deliberations were continuously brought about the social foundations of the spatial planning as the one of practical knowledge disciplines. The current of publications in „Man and Environment" dedicated to the socializing of the spatial planning process in Poland has got a large continuity. Begun in the 80's, concerned the technics and methods of social participation in the spatial planning, „participatory" forming of the general planning model, as well the critical reflection on its effectiveness, when this model to a large degree was initiated. The scale of social-spatial subjects touched in the quarterly magazine is very large. In the scope of over 20 years of the periodic publication it was in the process of significant evolution. In the period of so called real socialism in the People's Republic of Poland it was broader because the scientific publications were often the only way of articulation of social matter, important for the forming of space. Putting the pressure on the social participation, imperfections of modern canon of urban tissue formation inter alia in the columns of „Man and Environment", they led to administer the Act on Spatial Planning still in 1984, which as the first legislation act in the socialist country introduced the acceptation of pluralistic structure of interests with the possible divergency of general social and local interests and proposed procedures of their harmonization included. After 1990, the year when the authentic territorial local government was reborn again in Poland, which intercepted a role of the exponent of differentiated, proceeding from the bottom businesses. That is why the local government and its spatial economy became after1990 the main social subject of publications in the quarterly magazine. Their authors, nearby publishing output, have got their share in the creation of the new model of spatial planning, in the formation of the institution of reborn territorial local government and in the extension of the local government reform on the new territorial-administrative division of the country.
