Za podstawowy warunek skuteczności polityki regionalnej uznaje się utrzymanie wysokiego tempa wzrostu gospodarczego w dłuższym okresie. W artykule zarysowano priorytetowe dylematy polityki regionalnej i rozwinięto tezę, że podstawowym warunkiem skuteczności polityki regionalnej jest zdolność gospodarki do inwestowania, wskazując na rolę prywatyzacji i na pośrednie możliwości oddziaływania na przestrzenne procesy inwestycyjne „przy pomocy państwa". Zidentyfikowano nowe tendencje w kształtowaniu polskiej przestrzeni na tle zmian preferencji przestrzennych procesów rozwojowych i odmiennej roli przemysłu wśród sił napędowych społeczeństwa przyszłości. Realizacja polityki regionalnej uwarunkowana jest odpowiednimi zmianami instytucjonalnymi, przede wszystkim upodmiotowieniem regionalnego szczebla zarządzania.

It is widely accepted that the effectiveness of regional policies derives from good long-term economic growth prospects. The article highlights the priority dilemmas of regional policies, where diverse but focused solutions must be adopted. The most important areas are: re-industrialisation of traditional industrial regions, the need to give new impetus to economically disadvantaged regions, major modernisation and quality (not quantity) improvement effort in urban agglomerations and reconstruction of flooded areas. It is proposed that the effectiveness of regional policies is a function of the investment capacity and that a major role is to be played by privatisation and indirect measures of influencing investment distribution „with the help of the state". New trends are identified in the process of space utilisation in Poland in the context of evolving patterns of development and the different position of industry among the driving forces of the progressive society. In line with market forces, the industry of the 21st century will be strongly deconcen- trated. Regional policies will be significantly effective if compatible with economic development patterns. Regional policy making will require adequate institutional capacity and management responsibility on the regional level.
