Zmiany ustrojowe i gospodarcze zainicjowane w 1989 r. wywołały szereg reperkusji w produkcji żywnościowej. Szczególnie duże przemiany obserwujemy w zarządzaniu i gospodarce państwowymi gospodarstwami rolnymi. W artykule przedstawiono główne problemy związane z restrukturyzacją i prywatyzacją rolnictwa państwowego w Polsce. Scharakteryzowano podstawy prawne zachodzących przemian, kierunki restrukturyzacji i sposób jej wdrażania oraz faktyczny okres dokonań widziany na przełomie roku 1992/1993.

The article deals with the principles, methods and processes of privatisation of stateowned farms in Poland. In the period of the central command and distribution system, these farms utilized about 3,2 mln. hectares of arable land, ensuring jobs for about 0,5 mln of workers. Their economic results changed radically to the worse after liquidation of grants and other additional payments for the benefit of agriculture in 1990. Since April 1992 these farms have been submitted to the processes of restructuring and privatisation, according to the law of 19 October 1991 on the management of agricultural property of the State Treasury and on the changes of some laws - by the Agency of Agricultural Ownership of the State Tresury. This Agency is a self-financing legal person which had to take over the agricultural property of the State Treasury by 1993 and, next, after its restructuring i.e. division into smaller organizational units and after exclusion of superfluous property, this land should be disposed by means of -sale - in toal or in parts, -giving on lease - in total or in parts, -investing the capital in commercial companies, -entrusting a body with management of this land. Simultaneously, a part of land having the lowest quality should be afforestated. The Agency took over 62 p.c. of all the state farms disposing, at the same time, about 80 p.c. of this property. The most popular form of its development proved to be that of leasing the property by private farmers and by companies created by the workers of former slate farms.
