Two major events will be shaping discussion on agricultural policy matters during the coming years: the EU enlargement and WTO negotiations. In response to these challenges some underlying theoretical issues have been presented for which agricultural economic research could contribute to the discourse on the design of an efficient and equitable policy. The addressed topics are: -domestic or national policies and distortion of competition, -non-tariff barriers to trade, -status of compensation payments. The basic principles of domestic/national policies and problems of food security. environmental benefits and rural development have been presented. The non-trade concerns, food safety, trade issues and the acquis communautaire have been discussed. The non-trade concerns should be addressed by non-trade measures or these measures should be designed in a non-distorting way. Direct payments will undoubtedly play an important role in the next WTO negotiations. Denying direct payments to the CEECs would eventually undermine the very foundation of the CAP for the incumbents. A common policy of supporting farm incomes cannot be credible if the poorest farmers are excluded.Taking into account the EU enlargement and WTO negotiations the role of agricultural economists will relate to a new orientation of the research agenda and policy advising.
