Jak dotąd w Polsce nie istnieje serwis internetowy, informujący o planach miejscowych, który mógłby zastąpić petentowi wizytę w urzędzie. Samorządy stosują rozwiązania, które pozwalają uprościć prezentowanie ogromnej ilości danych, zachowując przy tym atrakcyjną formę. Odpowiednim narzędziem do osiągnięcia tak postawionych celów są systemy informacji przestrzennych dostępne dla użytkownika końcowego z poziomu przeglądarki internetowej. Są to działania konkurencyjne do rozwiązań narzuconych przez prawo.

The Polish law imposes on local self-government entities the duty to publish local spatial development plans on the Internet. In case of most communes, the realisation of this provision is reduced to the publication of only the text of the plan without publishing the legally required map. What remains, is the question of the integrity of the descriptive part of the local spatial development plan with its graphic part, which numerous communes solve by publishing a drawing of the plan in the form of graphic files. Meeting the expectations of investors and residents half-way, communes are starting to propose also other forms of publication of their spatial development plans on their websites, building the so called interactive services presenting local plans only. Such services are very often aimed at the maximum possible simplification of the form of presentation in order to ensure transparency of the presented information. Services which do not offer the possibility of freely juxtaposing information referring to a given area (e.g. land and building registers, ortophotomaps, protected areas) cease to fulfil their information function and often become an interpretation of plans made by the authors of the service. Given this situation, can one talk about local law, or just about the general information about the appropriation of the given plot of land. The authors answer the question how the local plan should evolve in Poland to make the emerging interactive services show the comprehensive legal state in force as regards land appropriation.
