Przedmiotem artykułu jest wskazanie podstawowych problemów powstających przy tzw. opisowej części studium uwarunkowań i kierunków zagospodarowania przestrzennego gminy, jakim jest prawidłowe uwzględnienie uwarunkowań przestrzennych i prawnych dotyczących gminy. W obecnym stanie prawnym brakuje jasnych reguł wskazujących na prawidłowy sposób postępowania przy sporządzaniu prac planistycznych w tym zakresie. Autorzy podjęli próbę prawidłowej interpretacji przepisów prawnych, a także zawarli postulaty metodologiczne dotyczące monitoringu uwarunkowań. W świetle dostępnej wiedzy i zgromadzonej praktyki należy wskazać, że optymalnym rozwiązaniem będzie powrót do próby prawnego uregulowania materii danych stanowiących uwarunkowania dla zagospodarowania przestrzennego gminy zarówno w części opisowej, jak i graficznej jest rozwiązaniem najbardziej pożądanym. Ich forma powinna ewoluować od ściśle planistycznych informacji ku zbiorowi uporządkowanej, pełnej informacji, z której wynikają wnioski nie tylko dla przyszłego zagospodarowania przestrzennego, ale także dla bieżącego zarządzania w gminie.

The topic of the article consists of the presentation of the main problems that take place in the so-called descriptive part of the study of conditions and directions of spatial management in the commune that is the correct inclusion of spatial and legal conditions related to the commune. In the current legal state there is a lack of clear rules that would identify the correct method of proceeding when preparing planning work in this scope. The authors make an attempt at a correct interpretation of the legal provisions and present methodological postulates related to the monitoring of conditions. In light of the currently available knowledge and accumulated practical experience, it should be pointed out that the optimal solutions would consist of a return to the attempt at a legal regulation of the data that represent the conditions for spatial management of the commune both in the descriptive as in the illustrative part, this being the most desired solution. Their form should evolve from strictly planning information towards a collection of ordered and comprehensive information from which conclusion can be drawn not only for the future spatial organization but also for current management in the commune.
