Próba określenia istoty przesłanek i założeń polityki przestrzennej polega na powtórnym zdefiniowaniu podstawowych pojęć, określeniu zasadniczych kategorii oceny stanu i kierunków działań w ujęciu podmiotowym i przedmiotowym. Efektem przełożenia rozważań teoretycznych na sytuację krajową jest strategia stymulacji rozwoju i wynikająca stąd polityka przestrzenna, dążąca do efektywnego wykorzystania zróżnicowań przestrzennych dla ogólnego rozwoju kraju.

This is a theoretical attempt to define the nature, methodology and content of physical planning. The nature of physical planning is best defined by clarifying the following concepts: plan, physical space and order. Physical planning, which is a platform for problem identification and problem solving, facilitates consensus between all parties in a given environment. Physical planning policies arc a mode of action which determines the time and place of a decision-making process. The context of physical planning is determined by internal and external factors, barriers to development strategies, pace of change and the strengths, weaknesses, opportunities and threats. The external and internal conditions of physical planning will be contingent upon different abilities of regions to adapt to new realities. Observable processes are interpreted according to three strategic categories: sustainable processes, conflict situations and opening up for the future. Identified opportunities and threats are part of the development mechanism. Physical planning is contemplated both as a tool and as an area of study on its own. Today, physical planning rests upon the concept of stimulating and facilitating social and economic development but at the same time ensuring sustainability of cultural and natural heritage. Designated and theme areas and administrative units form the benchmark for physical planning. Major physical planning goals are: - Speed up the process of developing large urban and industrial agglomerations; - Foster underdeveloped regions; - Utilise all resources in other parts of the country. Physical planning policy is underpinned by the strategy of stimulating development to achieve the most effective use of physical discrepancies to the benefit of the country.
