W artykule przedstawione jest w ujęciu retrospektywnym omówienie polityki i strukturalnych efektów mieszkalnictwa społecznego w Europie Zachodniej. Wartościowane są w związku z tym historia i modele mieszkalnictwa społecznego oddające procesy i szersze zależności przekraczające praktykę i doświadczenia ukształtowanych gospodarek rynkowych w poszczególnych państwach. Nakreślone są podstawowe problemy łączące się z będącymi w fazie dyskusji zasadami i celami rozwoju mieszkalnictwa społecznego, widzianymi z perspektywy Unii Europejskiej. Sygnalizowane są społeczne wyzwania w zakresie rozwoju tego mieszkalnictwa w związku z niezbyt jasną jego sytuacją i przyszłością.

The article contains observations on the policy and structural effects of social housing in Western Europe, formulated on basis of the book Social Housing in Europe II. A review of policies and outcomes (ed. by Kathleen Scanion and Christine Whitehead, Published by London School of Economics and Political Science, LSE, London 2008). The observations relate to the prospects of social housing in historical and economic/legal context, in aspects of ownership transformations, new financing forms and changes, regenerating social dwellings and its role in revitalising urban areas, social housing policy measures, and their impact in the European dimension. Hence the valuations of history and social housing models, reflecting dependencies that surpass practice and experience of individual well-developed market economies, interpreted from the perspective of convergence and divergence of social/economic development. For social housing covers a variety of residence types associated with historical, social/economic, system, demographic, cultural/architectonic and other conditions, that compose the diverse time/spatial ethos of this type of housing. Also, the basic problems are presented, associated with the longpostulated and discussed principles and objectives of social housing on the European Union's level. Provided the uncertain situation and future of social housing, understood as meeting the housing needs that exceed market options and perceptions by individuals, structural challenges have been pointed out in this regard.
