One of the major problems of development management of urbanized areas in regional scale is the “urban sprawl”. In the EU the need is raised to formulate city development policy on regional level. The aim of the study is to evaluate current situation in Poland as regards the legal, institutional and planning foundations for conducting of the regional urban policy. In the article the following issues are presented: the legal and institutional framework of city development planning on regional level, the approach to the urban problems in Regional Operational Programmes (ROP’s) for the years 2007-2013 and in the development strategies and spatial management plans of voivodeships (which are being currently adapted to the new state-level strategic planning documents), as well as the approach to the public consultations of the voivodeship development strategies, with particular respect to the urban issues. The conclusions from study are formulated and recommendations are made to the activities of governmental administration concerning system reforms in planning of development and spatial management, including cities and metropolitan areas on regional level.
